CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Authorize Additional Task Orders with Treadwell & Rollo Regarding PCE/TCE Contamination and Appropriate Funds ($280,000) MEETING DATE: June 7, 2005 (Special Meeting) PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council authorize additional task orders with Treadwell & Rollo regarding PCEITCE contamination. BACKGROUND INFORMATION: Staff and our consultants are further refining previous investigative and remediation design work done on the Central Plume. One aspect of this work involves downgradient containment of the plume. In other words, how can we prevent further migration of the plume? The proposed task order for "Aquifer Test and Conceptual Hydrogeologic Model" will assess the effects of Well 6R (located at Blakely Park) on Central Plume migration and whether this well can be effectively used in remediation. The estimated cost of the work is $104,000 and staff recommends an appropriation of $110,000 to cover contingencies. A copy of the proposal is available at the Public Works Department. In addition, the "contingency" tasks for the Central Plume and the remaining areas should be replenished. These tasks are used for miscellaneous work in responding to technical issues raised by either the Regional Board, City staff or other parties. Staff recommends that $80,000 and $40,000 be appropriated for these respective areas. Finally, staff recommends that a separate task for cost estimating for the Central Plume be established as well. Central Plume expenses are now being kept within the Central Plume fund being established with City funds and settlement proceeds. The Regional Board has asked for an updated draft remediation and cost plan for the Central Plume. This task will essentially be done on a time -and -materials basis as alternatives are considered. Staff recommends that the initial appropriation for this task be $50,000. FUNDING AVAILABLE: Central Plume Fund $240,000; Water/Wastewater Funds $40,000 (50150) RCPlpmf Mmes R.
