HomeMy WebLinkAboutAgenda Report - April 20, 2005 K-06AGENDA ITEM �*'* CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt Resolution Establishing the Lodi Budget/Finance Committee MEETING DATE: PREPARED BY: April 20,2005 Finance Director RECOMMENDED ACTION: That Council adopt a resolution establishing the Lodi Budget/Finance Committee. BACKGROUND INFORMATION: The City Council has discussed establishing a Budget Committee that would advise the City Council and City staff regarding financial issues. Based on direction received from the City Council at a special meeting on January 5, 2005, Council has made clear its desire to establish the committee for the purpose of augmenting but not taking the place of the budget process, which includes a recommended budget from the City Manager. In light of the significant financial challenges the City faces at this time and the objective of achieving a more financially secure position in the future, it will be the objective of the Budget Committee to advise the City Council in conjunction with City Staff on various ways of achieving a more secure financial position. It is the recommendation of staff that the committee be comprised of seven members, which would be appointed by the Mayorand approved by the City Council. Initially the Committeewill meet at or about July 1, 2005, and thereafter on a regular basis at least once per month. The City staff representative will work with the chair of the committee to establish meeting agendas and discussion topics for future meetings. In accordance with City code section 2.12, the City Manager is responsiblefor the preparation d7 and implementation of the City's budget. The Budget Committee will in no way interfere with or take the responsibility for which the City Manager has to prepare and implement the City Budget, but shall instead act in an advisory capacity to assist the City Council in reviewing financial and budgetary matters. It is our recommendation that Council resolve to establish this committee in accordance with the elements contained in the resolution and as discussed by the City Council previously at the special meeting of January 5, 2005. FISCAL IMPACT It is anticipated that there will be negligible impact associated with staff support for this committee. It is also anticipated that there may be a positive impact on revenues or a reduction in expenditures resulting from the advice given by this committee. FUNDING: Not applicable 04Jmes. R. Krueger, Finance Director JRK APPROVED: /r'J-Qa-- :i B ing, City Manager RESOLUTION NO. 2005-83 A RESOLUTION OF THE LODI CITY COUNCIL ESTABLISHING THE LODI BUDGET/FINANCE COMMITTEE WHEREAS, the Lodi City Council has directed that a Lodi BudgeVFinance Committee be established; and WHEREAS, it is necessary to clarify certain items relating to methods of appointment, terms of office, functions, etc. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby establish and specify the following as it relates to the Lodi BudgeVFinance Committee. 1. Membershin. The membership shall consist of seven (7pembers appointed by the Mayor and approved by the City Council in accordance with the procedure outlined in Resolution 2003-156. 2. Term of Office of Members. The term of office of all members of said Committee shall be four (4) years; provided that four (4) such members first appointed shall serve four-year terms and three (3) members shall serve two- year terms. Each member shall serve at the pleasure of the Mayor and the City Council until his/her successor is appointed and qualified. 3. Vacancies. If a member of the Lodi BudgeVFinance Committee shall be absent from three (3) consecutive regular meetings of the Committee without leave of absence from the Committee expressed in its official minutes, such office shall become vacant. The Secretary/Liaison of the Committee shall notify the City Clerk of any vacancy whenever such occurs. 4. Officers of the Committee. The Lodi BudgeVFinance Committee shall, at its first regular meeting of each calendar year, select one of its members as Chairman and one of its members as Vice Chairman. The Chairman shall serve for a period of one (1) year, and Vice Chairman shall serve for a period of one (1) year. Members so selected may serve in such positions for a maximum of two (2) consecutive years. 5. Meetings of the Committee. The Lodi BudgeVFinance Committee shall establish a regular time and place of meetings and shall hold at least one (1) regular meeting each month. Special meetings of the Committee may be called at any time by the Chairman, or by any four (4) or more members of the Committee, by providing notice of said meeting as required by law. 6. Secretary/Liaison to the Lodi Budoet/Finance Committee. The City Manager shall appoint an officer or an employee of the City who shall act as Secretary/Liaison to the Lodi BudgeVFinance Committee. 7. Functions of the Lodi Budget/Finance Committee. The functions of the Lodi BudgeVFinance Committee shall be to advise the City Manager and the City Council on financial related matters, but in no circumstances shall it interfere with or relieve the City Manager from budget related duties as indicated in Lodi Municipal Code Section 2.12.060(G), Preparation of Budget. BE IT FURTHER RESOLVED that it is the intention of the Lodi City Council that the Lodi Budget/Finance Committee shall function in an advisory capacity and shall not be an administrative body.
