HomeMy WebLinkAboutAgenda Report - April 20, 2005 K-03AGENDA ITEM Vwel CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Adopt Resolution Approving Plans and Specifications; Authorizing Advertisement for Bids for Lighted Crosswalk/Flashing Beacon Project, Elm Street at Loma Drive and at Mills Avenue, and on Mills Avenue (Various Locations); and Authorizing the City Manager to Execute Agreements to Implementthe Project MEETING DATE: April 20,2005 PREPARED BY: Public Works Director RECOMMENDED ACTION: That City Council adopt a resolution approving the plans and specifications for the above project; authorizing advertisement for bids; and authorizing the City Managerto execute all necessary agreements to implement the project. BACKGROUND INFORMATION: In cooperation with the Lodi Unified School District (LUSD) and Reese Elementary School Principal, City staff applied for State of California Department of Transportation (Caltrans) Safe Route to School (SR2S) grant funds for traffic calming features at the Elm Street and Mills Avenue intersection. At the February 24, 2004 Shirtsleeve session, staff reviewed with City Council several options for this intersection. The grant application anticipated installation of "bulb outs" at the four corners. Staff also discussed forwarding Caltrans a request for a funding extension to allow additional time to obtain accurate traffic information, given the construction of a new middle school in the area. Caltrans authorized a one-year extension, and City staff performed additional traffic counts and met with school staff to discuss the proposed improvements (see attached exhibits). With the additional student traffic from the new middle school, we are not recommending the construction of bulb outs at the Elm Street and Mills Avenue intersection. This intersection currently has four-way stop controls, and the bulb outs would adversely affect the traffic flow, resulting in more congestion. Since the funds were specific to improvementsfor the Reese Elementary School area, staff requested a scope modification for a flashing in -roadway lighted crosswalk and flashing school signage on Elm Street at Loma Drive. The reason for the recommendation is the Loma Drive crossing is currently uncontrolled and has 119 school -aged pedestrians crossing in the morning and 169 school -aged pedestrians crossing in the afternoon. This intersection is located directly in front of the Reese Elementary School. The flashing lighted crosswalk and signage will assist the students crossing Elm Street by warning motorists in advance of the pedestrian crossing, as well as at the crossing. In comparison, the pedestrian traffic at the Elm Street and Mills Avenue intersection ranges from 30 to 76 pedestrians per peak hour per crossing, and is controlled by stop signs. The projectwill also include the installation of four flashing yellow beacons and school signage (Assembly D) in advance of the Reese Elementary School to warn motorists they are approaching a school zone. Also, a flashing all -way red beacon and street lights will be installed at the Elm Street and Mills Avenue intersection that has all -way stop control. The flashing all -way red beacon will span on a cable connected to two new traffic signal standards that will warn motorists that they are approaching an all -way stop controlled intersection. The signal standards will provide lighting for the intersection and, in the future, will accommodate conversion for use as a traffic signal. The Elm Street and Mills Avenue intersection is on the City's Signal Priority Study List. After reaching consensus with the school staff on the most effective improvements for the area, City staff requested a scope modification that was approved by Caltrans. We are requesting City Council authorize the City Manager to execute all necessary agreements, such as a Program Supplement and Master Agreement, for project funding. The plans and specifications are on file in the Public Works Department. FISCAL IMPACT: There are energy and annual maintenance costs for the electrical systems. The flashing beacons and in -roadway lighting system have Light Emitting Diodes (LED) which use minimal energy, costing approximately $60 per year. The eight LED's flashing beacons will need to be replaced in five to ten years and cost less than $100 each. Since Elm Street was reconstructed approximately seven years ago, the in -roadway lighting LED fixtures will not need to be replaced until the roadway is reconstructed in thirteen to fifteen years. At this time, the conductors and in -roadway LED bases will need to be replaced at a cost of approximately $10,000. FUNDING AVAILABLE: The total project estimate is $149,000 and includes construction, contingency costs, and upgraded electrical systems. The funding source is SR2S funds (maximum of $128,700), and Transportation DevelopmentAct funds. The Electric Utility Department will upgrade the surrounding electrical system to provide electrical service to the new in -roadway flashing lighted crosswalk, four yellow flashing beacon systems, and one all -way red flashing beacon system with lighting for approximately $6,000. The funding source for the electrical upgrade work is Transportation DevelopmentAct. A request for appropriation of funds will be made at contract award. Planned Bid Opening Dat5M25, 2005 es R.
