MEETING DATE: April 20,2005
PREPARED BY: Parks and Recreation Director
RECOMMENDED ACTION: Adopt a resolution authorizing the termination of an existing
rentalflease agreement for the After School Lodi Look Building
between Mee -Lease Portable Buildingsof Lodi and the City of Lodi
and approve the purchase of the Lodi Look Building from Mee -
Lease Portable Building with previously approved Community
Development Block Grant funding.
BACKGROUND INFORMATION: In December 1998, the Parks and Recreation Department
successfully applied for a California Department of Education After
School Education and Safety Program Grant (ASES). The purpose
of the ASES Program continues to be the creation of incentivesfor
establishing locally driven before and after school enrichment programs that partner schools and
communities in order to provide academic and literacy support and safe, constructive, alternative
environmentsfor youth. In September 1999, the Parks and Recreation Department began a lease
agreementfor a 24 x 4 0 modular buildingthat is located in the Grape Bowl north parking lot. This
building serves as an educational instruction and recreational activity center for Lawrence participants. A
monthly payment of $338.66 has been the responsibility of the grant -based program's $122,000.00
annual budget.
Mee -Lease Portable Buildings of Lodi and City staff has inspected the interiorand exterior of the building.
Mee -Lease Portable Buildings of Lodi has agreed to complete some minor repairs and provide a new
exterior coat of paint as part of the purchase agreement.
FISCAL IMPACT: With terminating the lease agreement and purchasing this building, the $338.66
monthly payment will then be available for purchasing additional educational and
recreational supplies for the program participants. By completing the necessary
repairs and placing a new coat of exterior paint on the building, staff is confident
that the building will require minimum maintenancefor several years' thus limited
fiscal impact.
