Pretz, Fire Chief RECOMMENDED ACTION: That City Council adopts a resolution rejecting all bids for the purchase of Fire Department radio base station emergency alerting system. BACKGROUND INFORMATION: In May 2004, Council approved the authorization of bids for the purchase and installation of a radio base station emergency alerting system. The existing system through which the emergency dispatch center sends alerts to the department's station radios utilizes loud high pitched tones which may cause occupational hearing loss. To help reduce tone sound levels and potential hearing loss, department staff installed volume controls on the alerting system in the stations. However, reducing speaker volume also affects audible clarity. Due to technical design problems, the cost for the completion of this project escalated. In addition, bids submitted by vendors did not meet current equipment compatibility needs. The City received bids from the following: ComTech Communications $41,796.20 Delta Wireless & Network Solutions $36,844.08 The original concept shared with the City Council included a projected cost of $12.000. Because the project came in well over the estimated cost. staff is recommending the bids be rejected and the project redesigned and re -bid. Fire Department staff will work with the County -wide Radio User Group and the vendor to redesign the project. This equipment wtti give Lodi fire the ability to have escalating alert tones and a serial printer interface for rip and run. It will remove the starting tames from the station speakers. In order to provide a backup to the 6-26 system the old tons alerting system will be left In place in the alert only mode. Lodi Fire Department would have to get approval from ECD for alerting using the model 26. Lodi Fire would also need the approval of the IT department to use part of the T1 circuits currer* serving the stations for alerting audio. This option would be used in conjunction with option 2 to provide a complete solution. RESOLUTION NO. 2005-71 A RESOLUTION OF THE LODI CITY COUNCIL REJECTINGALL BIDS FOR THE PURCHASEAND INSTALLATION OF FIRE DEPARTMENT RADIO BASE STATION EMERGENCY ALERTING SYSTEM WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council, bids were received and opened on June 25, 2004, at 11:00 a.m., for the purchase and installation of Fire Department radio base station emergency alerting system, as described in the specifications therefore approved by the City Council on May 19, 2004; and WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with the City Manager as follows: Bidder Location Bid ComTech Communications Sacramento $41,796.20 Delta Wireless & Network Solutions Stockton $36,844.08 WHEREAS, due to technical design problems, the cost for the completion of this project escalated. Additionally, said bids did not meet the criteria needed to be provided for the type of system that the Fire Departmentwas trying to acquire; and WHEREAS, staff therefore recommends that all bids be rejected for the purchase and installation of the Fire Department radio base station emergency alerting system. Fire Department staff will work with the County -wide Radio Users Group to redesign the project. NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the bids for the purchase and installation of the Fire Department radio base station emergency alerting system, received on June 25, 2004, are hereby rejected.
