RECOMMENDEDACTION: That the City Council authorize the City Manager to execute a
five-year contract for Public Works 800 MHz radio transmission
service with LaRue Communications, Inc., of Stockton ($14,580
annually).
BACKGROUND INFORMATION: The City of Lodi Public Works Department has an 800 MHz two-way
radio system that is used in the day-to-day operations of Streets,
Water, Wastewater, Fleet and Facilities, and Engineering Divisions.
Previously, this radio system was also shared with Lodi Transit
System. The Public Works Department had contracted with Lagorio Communications to provide multiple
"trunked" radio channels which allow multiple simultaneous conversations. In December 2000,
Lagorio Communications sold their interests in the 800 MHz transmission system to Nextel Communications.
Subsequently, Nextel Communications terminated the contract with the City in December 2001 because they
had other uses for their 800 MHz radio frequencies. This immediately created a bottleneck for Public Works
and Transit System radio communications. Due to the loss of the separate channels the repeater supplied,
this increased radio traffic on the single channel to a level that made the use of the existing system
unacceptable. Because of this, Transit obtained a new radio system. At that time, staff decided to attempt to
operate the remaining Public Works Divisions without the repeater using the existing equipment. This also
created problems with the system and serious safety concerns.
The following items are the major shortcomings of the current system:
• Limited Range: Radios no longer reach Sacramento or Stockton. These areas are frequented for
picking up materials, such as asphalt and construction supplies, and for equipment repair.
• No Vehicle Alert Capabilities: This makes it difficult to reach crews during emergency situations.
Vehicle alerts sound the horn to let employees know they are needed when they are not in the
vehicle.
• Poor Transmission and Reception: Radios have excessive static and poor reception.
• Loss of Multiple -Channel Capability: This causes too much radio traffic, which is a safety issue
when performing some of the maintenance procedures.
Public Works and Information Systems staff obtained three proposals from the local providers that have
towers that serve our area. Staff recommends LaRue Communications due to the overall cost of

operation, the fact there is virtually no equipment to buy and no installation cost, and the company's
reputation. The proposalswere based on 77 radios. The updated radio inventory resulted in a total of 81
units. This results in a monthlyfee for repeater use of $810 and a monthly fee for a service agreement of
$405 for an annual cost of $14,580.

AUTHORIZING THE CITY MANAGERTO EXECUTEA
FIVE-YEAR CONTRACT FOR PUBLICWORKS 800 MHZ
RADIO TRANSMISSION SERVICE WITH LARUE
COMMUNICATIONS, INC.
WHEREAS, in answer to proposals by staff for Public Works 800 MHz radio
transmission service, three proposals were received from local providers that have towers that
serve the Lodi area: and
WHEREAS, said proposals have been compared, checked, and tabulated and a report
thereof filed with the City Manager as follows:

WHEREAS, staff further recommends that the City Manager be authorized to execute a
five-year contract for Public Works 800 MHz radio transmission service with LaRue
Communications, Inc., of Stockton, California.
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the City Manager
is hereby authorized and directed to execute a five-year contract for Public Works 800 MHz
radio transmission service with LaRue Communications, Inc., of Stockton, California, in the
amount of $14,580 annually.
