RECOMMENDEDACTION: That the City Council approve paymentfor Northeastern
San Joaquin County Groundwater Banking Authority.
BACKGROUND INFORMATION: The City of Lodi has participated in the Northeastern San Joaquin
County Groundwater Banking Authority and its predecessor, the
East San Joaquin Parties WaterAuthority, since inception. The
Authority has acted as a planning and coordinating entity for various
groundwater and water supply issues. The Authority is currently working on developing an Integrated
Regional Water Management Plan, one of the requirements needed to obtain State grant funding through
Proposition 50. In addition, the Authority is a partner with the State and Federal governments on the
"Joint Salinity Study" being performed by the U.S. Geological Survey to examine the saline intrusion
issue affecting our groundwater basin.
The majority of the Authority's $200,000 annual budget is provided by San Joaquin County, with other
members contributing funds as well.
The City's share of $20,000 is included in the Water Utility operating budget.
FISCAL IMPACT: The City's share has remained stable for a numberof years, and we do not
anticipate significant changes next year.
FUNDING AVAILABLE: Water Utility Budget ($20,900)
