AGENDA TITLE: Adopt resolution authorizing the purchase of one Mobile Digital Computer (MDC)
and Radar unit to replace the ones that were destroyed in a fire in vehicle #05-037
from DATA 911 of Alameda, CA and Kustom Signals Inc, of Lenexa, KS (Federal
Block Grant Funds)

RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the purchase of a
Mobile Digital Computer (MDC) and Golden Eagle Radar unit to replace the
ones that were destroyed in an electricalfire in a police patrol car on
March 2, 2005, from DATA 911 of Alameda, CA for $6,897 and Kustom
Signals of Lenexa, KS for $2,580.
BACKGROUND INFORMATION: On March 2,2005 an electrical fire began in the dashboard of
police patrol unit 05-037. The location of the fire was such that the
computer and radar unit were damaged to the point of being
rendered useless. Given that the MDC is used by officers for field
report writing, it is imperativethe unit be replaced. The police department does not stock spare MDC's or
radars due to the cost of the units; therefore, a new MDC and radar unit need to be purchased to replace
the damaged equipment.
Because of the need for compatibility with existing equipment in the Lodi Police patrol fleet, we
recommend that the MDC and Golden Eagle Radar Unit be purchased, sole source, from Data 911 and
Kustom Signals respectively. These are the vendors from whom we have previously purchased both
items.
FISCAL, IMPACT: This will diminish the balance of the Federal Block Grant to approximately $27,973
FUNDING: $9477 from Federal Block Grant (23411201)

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE SOLE -SOURCE PURCHASEOF ONE MOBILE DIGITAL
COMPUTERAND ONE RADAR UNITTO REPLACE FIRE
DAMAGED EQUIPMENT IN VEHICLE #05-037
WHEREAS, Lodi Municipal Code §3.20.070 authorizes dispensing with bids for
purchases cE supplies, services, or equipment when it is in the best interest of the City to do so;
and
WHEREAS, on March 2, 2005, an electrical fire began in the dashboard of Police Patrol Unit
#05-037, and the computer and radar units were severely damaged; and
WHEREAS, given that the mobile digital computer (MDC) is used in the field by officers for
field report writing, it is imperative that the unit be replaced; and
WHEREAS, the Police Department does not stock spare MDC's or radars due to the cost Cf
the units, so a new MDC and radar unit need to be purchased to replace the damaged equipment;
and
WHEREAS, based on the need for compatibility with existing equipment in the Lodi Police
Department patrol fleet, staff recommends the sole -source purchase of one MDC ($6,897) and one
Golden Eagle radar unit ($2,580) from Data 911 and Kustom Signals, respectively, at a total cost of
$9,477, utilizing Federal Block Grant funds.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby approves the
sole -source purchase of one MDC ($6,897) and one Golden Eagle radar unit ($2,580) from Data
911 and Kustom Signals, respectively, at a total cost of $9,477, utilizing Federal Block Grant funds.
