RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City
Manager to allocate a Public Benefits Program grant in the amount
of $31,340 to fund the Lodi Helping Hands Project ll; and
authorize the City Manager to execute a contract with the Rising Sun Energy Center to assist i n
coordinating and implementing this project.
BACKGROUND INFORMATION: Electric Utility staff is proposing a new version of the 2003-2004
Lodi Helping Hands Project. The 2005 program proposes to utilize
the services of the Rising Sun Energy Center, to assist in the hiring
and training of several "energy specialists." These specialists will then provide free energy efficiency
improvements& services to two hundred (200) low-income families throughout Lodi. When these 200
homes are completed by late 2005, the skills provided by these energy specialists will no longer be
required.
Once identified and approved to participate in the program, the eligible families will receive some or all'
of the following products and services (* an initial needs assessmentat the home will determine the
actual goods and services provided/performed):
9 attic insulation;
9 door & window weather-stripping;
9 windows;
9 low -flow showerhead;
9 faucet aerator.
9 caulking;
water heater blanket;
9 retractable clothesline;
9 EnergyStar® refrigerator (a total of 33 new, energy efficient refrigerators will be provided); and
9 in-home energy audit.
The $31,340 Public Benefrts Program funding will be utilizedfor the Rising Sun Energy Centerto train the
part-time energy specialists, to purchase retractable clotheslines, to purchasethe 33 EnergyStarO

refrigerators (and dispose of any existing, inefficient refrigerators at the customer address), and for other
program administrative and marketing expenses. In order to fund the other energy efficiency measures
noted above, and to pay the energy specialists a per -home stipend, the Rising Sun Energy Center has
received a $70,000.00 financial allocation from Pacific Gas & ElectricCompany (PG & E). Thus, the City
of Lodi is able to partnerwith PG & E to assist a greater number of low-income families in our community.
Electric Utility staff is also recommending that a contract be executed with Berkeley -based Rising Sun
Energy Centerto assist in managing this project. The Rising Sun Energy Centerwas utilizedfor the
2003 and 2004 Lodi Helping HandsProjects, and has repeatedly demonstrated an ability to organize and
implement programsto assist low-income customers. both in Lodi and in other northem California
communities. For these reasons, Electric Utility staff requests that the Lodi City Council dispense with
going out to bid pursuantto Lodi Municipal Code 3.20.070.
Electric Utility staff respectfully recommends approval ff the LodiHeiping HandsProject II, as a
qualifying component of the City of Lodi Public Benefits Program, categorized as Low -Income Services.
FISCAL IMPACT: The total fiscal impact associated with the Lodi Helping Hands Project it is
$31,340.00. These funds have been earmarked m the 2004-2005 fiscal
year Public Benefits Program budget, in the category of Low-income
Services.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO ALLOCATE PUBLIC BENEFITS PROGRAM
FUNDS TO FUND THE LODI HELPING HANDS PROJECT II; AND
FURTHER AUTHORIZING THE CITY MANAGERTO EXECUTEA
CONTRACT WITH THE RISING SUN ENERGY CENTER TO ASSIST IN
THE COORDINATION AND IMPLEMENTATION OF THE PROJECT
WHEREAS, the state has mandatedthat beginning January I, 1998, the City of Lodi is
obligated to fund various programs through a Public Benefits Charge based on an historical
electric revenue requirement; and
WHEREAS, the requirement amounts to approximately $1 million per year that must be
dedicated to qualifying programs such as energy efficiency. A further stipulation is that these
efforts must be done on the customer's side of the meter in order to qualify; and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments
or customer groups: commercial/industrial, residential, community/non-profit, and municipal;
and
WHEREAS, the City of Lodi Electric Utility proposes to implement a new version of the
Lodi Helping Hands Project, whereby the 2005 program proposes tD utilize the services of the
Rising Sun Energy Center to assist in the hiring and training of several "energy specialists';
and
WHEREAS, the specialists will then provide free energy efficiency improvements and

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to provide a Public Benefits Program grant in the amount of
$31,340 to fund the Lodi's Youth Helping Hands Project 11; and
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute a
contract with the Rising Sun Energy Center to assist in the coordination and implementation of
this project.
