AGENDA TITLE: Adopt Resolution Awarding Contract for Lower Sacramento Road Widening
Project (Kettleman Lane to Harney Lane) to George Reed Construction, Inc.,
of Lodi ($2,623,300), Authorizing City Manager to Execute Multiple Contracts,
and Appropriating Funds ($3,022,600)

RECOMMENDED ACTION: That the City Council adopt a resolution awarding the contract for
the above project to George Reed Construction, Inc., of Lodi, in the
amount of $2,623,300; authorizing the City Manager to execute
multiple contracts as described below; and appropriating funds in
accordance with the recommendation shown below,
BACKGROUND INFORMATION: The project consists of widening Lower Sacramento Road to four
lanes from 300 feet north of Harney Lane to Kettleman Lane;
removing the existing pavement and constructing new pavement;
constructing drainage pipes and structures; constructing medians
with raised curbs; constructing a new signal at Century Boulevard; and other incidental and related work,
all as shown on the plans and specifications for the project.
In addition to the actual construction contract, other ag reementsl contracts are necessary to implement
the project. These agreementslcontracts require City Manager signature and include:
1. Agreement for professional services with Mark Thomas Company, the design engineer, of
Sacramento, to provide construction staking, construction assistance and public outreach services
($116,000)
2. Agreement for professional services with Neil Anderson and Associates, Inc., of Lodi, for geotechnical
and materials testing services ($14,000)
3. Agreement for professional serviceswith Moore Biological, of Lodi, for pre -construction biological
resources assessment ($1,300)
4. Cooperative construction and maintenance agreementwith San Joaquin County
5. Revised/Amended Cooperative Agreement for Construction and Construction Management with
San Joaquin Council of Governments to reflect lower than expected construction cost and to revise
shared funding formula. (Staff will work with the SJCOG and the County to apply any excess
Measure K funds to other sections of Lower Sacramento Road.)
6. Other related but not specified ag reementsl contracts arising during construction required to complete
the work presented in the plans and specifications as approved by the City Council
The contract award recommendation of George Reed, Inc., was determined using the total base bid
($3,126,941) minus the alternate bid deduction for closure of the road ($503,641) yielding the lowest bid
of $2,623,300. Incidentally, the lowest base bid and the highest deduction for the road -closed alternate
were both submitted by George Reed, Inc. Staff recommends award of the contract with the closure
alternate. The closure is for four months maximum (mid-May to mid-September)from the south
boundary of the Sunwest Plaza Shopping Centerto the south boundary of the Sunnyside Estates
subdivision. Accommodation for access by the limited local traffic is required of the contractor.

Plans and specifications for this project were approved on November 17, 2004. The City received the
following seven bids for this project.

Additional construction work is planned in the nearfuture that will require approval by the City Council.
First, approval of the plans and specifications for the installation of landscape and irrigation
improvements in the medians along Lower Sacramento Road will come to the Council in summer 2005.
This work has been separated from the main project to save cost and avoid delays likely to result from
the process requirements associated with the federal funding secured for the landscaping work.
Also, in spring 2005, City Council will be asked to approve plans and specifications for the extension of
Century Boulevard from Sage Way to Lower Sacramento Road. Finally, and shortly thereafter,
City Council will consider approval of the agreement(s) with San Joaquin County for the construction of
the Harney Curve Project. This project is scheduled to begin construction in July or August 2005 and
staff is currently focused on coordinating the two projects
FISCAL IMPACT: Upon acceptance of the improvements, maintenance of the street and traffic signal
improvementswill become the responsibility of the City. Maintenance costs of the
landscape and irrigation facilities will be included with the public facilities
maintenance assessment district to be formed concurrentwith development of the
properties adjoining the project.

The Parks and Recreation and Storm Drain IMF funds reimburse the project for the frontage
improvementsat DeBenedetti Park. The Water and Sewer IMF funds are advanced to install facilities
required for future development adjacent to the project. A future reimbursement agreementwill be
presented to City Council for reimbursement of costs, as applicable.

A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE
CONTRACT FOR LOWER SACRAMENTO ROAD WIDENING
PROJECT (KETTLEMAN LANE TO HARNEY LANE), AUTHORIZING
THE CITY MANAGER TO EXECUTE ALL REQUIRED CONTRACTS
FOR THE PROJECT, AND FURTHER APPROPRIATING FUNDS
WHEREAS, in answer to notice duly published in accordance with law and the order of
this City Council, sealed bids were received and publicly opened on February23, 2005, at 11:00
a.m., for Lower Sacramento Road Widening Project (Kettleman Lane to Harney Lane), as
described in the specifications therefore approved by the City Council on November 17, 2004;
and
WHEREAS, said bids have been compared, checked,
thereof filed with the City Manager as follows:

WHEREAS, staff recommends awarding the contract for Lower Sacramento Road
Widening Project (Kettleman Lane to Harney Lane) be made to the low bidder, George Reed
Construction, inc,, of Lodi, California, in the amount of $2,623,300; and
WHEREAS, staff further recommends authorizing the City Manager to execute all
necessary contracts required for this project as follows:
1. Professional Services Agreement with Mark Thomas Company, Design
Engineer, to provide construction staking, construction assistance, and public
outreach services ($116,000).
2. Professional Services Agreement with Neil Anderson and Associates, Inc.,
geotechnical and materials testing services ($14,000).
3. Professional Services Agreement with Moore Biological, pre -construction
biological resources assessment ($1,300).
4. Cooperative Construction and Maintenance Agreement with San Joaquin
County.
5. Revised/Amended Cooperative Agreement for Construction and Construction
Management with San Joaquin Council of Governments to reflect lower than
expected construction cost and to revise shared funding formula. (Staff will work

NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the
contract for Lower Sacramento Road Widening Project (Kettleman Lane to Harney Lane) be
made to the low bidder, George Reed Construction, Inc., of Lodi, California, in the amount of
$2,623,300; and
BE IT FURTHER RESOLVED that the City Council hereby authorizes and directs the
City Manager to execute all required contracts for this project on behalf of the City of Lodi; and
BE IT FURTHER RESOLVED that the City Council hereby appropriates funds in the
amount of $3,022,600 for this project as follows:

Water IMF $ 230,000
Sewer IMF $ 102,000

BE IT FURTHER RESOLVED that the Parks and Recreation and Storm Drain IMFfunds
will reimburse the project for the frontage improvements at DeBenedettl Park. The Water and
Sewer IMF funds will be advanced to install facilities required for future development adjacent
to the project, with a reimbursement agreement to be presented to City Council for
reimbursement of costs, as applicable, at a later date.
