Panel LLC of Scottsdale, Arizona (State COPS Grant $9,600) MEETING DATE: March 16,2005 PREPARED BY: Jerry J. Adams, Chief of Police RECOMMENDEDACTION: That the City Council adopt a resolution authorizing the purchase of "fire panels" to equip the entire patrol fleet of twenty-five (25) Ford Crown Victoria/Police Interceptorsfrom F.I.R.E. Panel LLC of Scottsdale, Arizona for $9,600. BACKGROUND INFORMATION: There have been several instances, nationwide, where Ford Crown Victoria/Police Interceptors have caught fire after being struck in the rear at high speed resulting in the deaths of police officers. A company located in Scottsdale, Arizona (F.I.R.E. Panel LLC) is manufacturing a panel containing fire suppressant powder, that when mounted on the gas tank of these vehicles, effectively extinguishes the fire in these types of collisions. Becausethis danger only exists when the vehicle is struck in the rear at high speed, it is recommended that only the vehicles in the patrol fleet be so equipped. Other Ford Crown Victorias in the City fleet are not exposed to the same dangers as general patrol vehicles. Installingthese panels in all our patrol vehicles could not only save lives, but have the additional benefit of protecting our equipment by reducing the amount of damage in this type of collision. We recommend purchase of these fire panels, sole source, from RISLE. Panel LLC. of Scottsdale, Arizona because they are the only company at the present time making this type of vehicularfire protection system. FISCAL IMPACT: This will diminish balance of State COPS Grant to approximately $142,000. FUNDING AVAILA $9,600.00 from S to COPS Grant (2351001). Ja )es R. Aofims Chief of Police cc: City Attorney APPROVED: Blair King, Citlilanager RESOLUTION NO. 2005-47 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE SOLE -SOURCE PURCHASE OF FIRE PANELSTO EQUIP 25 LODI POLICE DEPARTMENT PATROL FLEET VEHICLES WHEREAS, Lodi Municipal Code §3.20,070 authorizes dispensing with bids for purchases of supplies, services, or equipment when it is in the best interestof the City to do so; and WHEREAS, there have been several instances nationwide where Ford Crown Victoria/Poiice Interceptors have caught fire after being struck in the rear at high speed, resulting in the deaths of police officers; and WHEREAS, F.I.R.E. Panel LLC, of Scottsdale, Arizona, is manufacturing a panel containing fire suppressant powder that, when mounted on the gas tank of these vehicles, effectively extinguishes the fire in these types of collisions; and WHEREAS, staff therefore recommends the sole -source purchase of 25 "fire panels" to equip the Lodi Police Department Patrol fleet at a cost of $9,600, utilizing State COPS Grant funds. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby approves the sole -source purchase of 25 "fire panels" to equip the Lodi Police Department Patrol fleet ata cost of $9,600, utilizing State COPS Grant funds.
