HomeMy WebLinkAboutAgenda Report - March 16, 2005 E-03E403 AGENDA ITEM CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt Resolution Approving Plans and Specifications and Authorizing Advertisement for Bidsforthe Lodi Avenue Overlay (Lower Sacramento Road to Ham Lane)1Pacific Avenue Extension (Walnut Street to Lodi Avenue) Project; Authorizing the City Manager to Execute All Necessary Agreements to Implement the Project and to Award or Rejectthe Contract up to $815,000; and Appropriating Funds MEETING DATE: March 16,2005 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution approving plans and specifications for the above project; authorizing the City Manager to execute all necessary agreements to implement the project and to award or reject the contract up to $815,000; and appropriating funds. BACKGROUND INFORMATION: This project is comprised of two separate but contiguous elements of work paid for by separate funding sources. They are being combined as one project to take advantage of economy of scale cost savings associated with larger projects (see attached). The first element of work consists of installing a 0.15 -foot thick asphalt pavement overlay on Lodi Avenue between Lower Sacramento Road and Ham Lane which includes approximately 3,550tons of asphalt concrete and 35,400 square yards of pavement reinforcement fabric; pavement grinding, pavement striping; wheelchair ramps; installing 1,100 linearfeet of 15-inchdiameterstorm drain pipeline; and other incidental and related work. This portion of the work will be funded by Measure K Maintenance and Wastewater funds. The storm drain improvements are being performed prior to the overlay to address deficiencies associated with the local drainage system serving Leland Court. In anticipation of the paving project, Street Division crews performed base failure repairs in 2004 within the project limits to stabilize portions of the existing pavement that were determined to be in too poor of condition to overlay. The second element of work consists of constructing a roadway extension of Pacific Avenue between Walnut Street and Lodi Avenue. This work is being performed in cooperation with the Lodi Unified School District and includes approximately 450 linear feet of roadway improvements that are planned to facilitate traffic flow (including school buses) during school operations. The roadway extension will be constructed on School District property and remain a District owned and maintained facility. Traffic studies show that by providing an additional access point for Lodi High School at this location, the traffic circulation at Elm Street and Pacific Avenue, and Ham Lane at Walnut Street and Oak Street will be more evenly distributed, reducing the congestion at these locations during school commute times. Construction for both elements of work is scheduled to take place during the months of June and July while school is out of session. Businesses and residents along the corridor will be notified prior to the start of work. Staff is requesting Council authorize the City Manager to award or reject the Contract up to $815,000 and to execute all necessary agreements such as a Program Supplement and MasterAgreement for project funding. FISCAL IMPACT: The project is anticipated to reduce storm drain and pavement maintenance costs along the Lodi Avenue corridor between Lower Sacramento Road and Ham Lane. No fiscal impact is associated with the PacificAvenue extension since the facility will continue to be owned and maintained by the Lodi Unified School District.
