AGENDA TITLE: Conduct a Public Hearing to consider and approve community input and
proposals and adopt a Resolutionfor uses of the City's 2005106 Federal
allocation of Community Development Block Grant (CDBG) and HOME
Program Funds and the reallocation of available funds from previous
program years

RECOMMENDED ACTION: That the City Council conduct a public hearing to consider and
approve potential uses of Federal funds received through the CDBG
and HOME Programs for the 2005106 fiscal year and the
reallocation of available unobligated funds from previous years.
Staff is recommending that the Council approve funding allocation amounts dependent upon the results
of the public hearing. A summary of the applications and funding requests, and staff recommendations
are attached as exhibits to this communication.
BACKGROUND INFORMATION: The City will be receiving $795,370in CDBG funds and $280,360in
HOME funds from the Federal government for the coming fiscal
year. A total of 17 applications for CDBG/HOME funding, totaling
$1,612,747Were received and forwarded for consideration.
The CDBG funds can be used for a wide range of community development projects as long as they meet
one of the National Objectives. Those objectives are: I) To address the needs of low to moderate
income persons; 2) To eliminate slum or blighted conditions; and, 3) To resolve an urgent need.
Proposed projects or services must meet the following Local Objectives: 1) Meet readiness criteria by
being ready and capable of using most if not all of the funds within the program year; and, 2) Priority is
given to capital improvement project requests over public service related requests for funding.
The HOME funds are reserved for housing and housing related activities such as rehabilitation and new
construction. Activities undertaken with HOME funds also must meet the needs of low to moderate
income persons. While there were no outside funding requests for HOME funds, there were two
requests for CDBG funds that will be better suited for the HOME Program funds.
Community Development Departmentstaff has also been reviewing any unused CDBG and HOME funds
for reallocation with the intent of supplementing the 2005106 funding and reduce the balance of unused
funds. At this time, we have identified a total of $283, 428of available funds that need to be reallocated
and used as soon as possible. Therefore, those funding requests that have an ability to encumber and
use those funds immediately, will be considered for funding through this reallocation.

Community Development staff has met with representatives of the Parks and Recreation Department, the
Public Works Department. the Finance Department and the City Manager's Office, to discuss the
aforementioned funding requests. A listing of those funding requests and their determination of eligibility
and recommendationsfor funding are attached as ExhibitA.
As a point of historical reference, a listing of the CDBG and HOME funding allocation amounts, and the
total requested funding for each of the past 5 years, is provided in the following table:

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE PROJECTED USE OF
FUNDS FOR THE 2005-06 FEDERAL ALLOCATION OF COMMUNITY DEVELOPMENT
BLOCK GRANT AND HOME PROGRAM FUNDS, AND FURTHER REALLOCATING
AVAILABLE UNOBLIGATED FUNDS FROM PREVIOUS PROGRAM YEARS

WHEREAS, the Department of Housing and Urban Development has determined that the City of
Lodi, California, is entitled to Community Development Block Grant (CDBG) and HOME funding as a
participating city through the County of San Joaquin and Urban County, for fiscal year 2005-06 Federal
allocation; and
WHEREAS, the City Council of the City of Lodi has been made aware of the amount of the CDBG
and HOME funds available for the 2005-06 Federal allocation of fiscal program year being approximately
$795,370 and $280,360, respectively; and
WHEREAS, the City of Lodi has held, with proper notification, a public hearing at the City Council
meeting held March 2, 2005, to receive comments and proposals from the public regarding the projected
use of CDBG and HOME funds, and provided the public with adequate information concerning the
amount of funds available for community development activities, the range of eligible activities, and other
important requirements: and
WHEREAS, the City of Lodi, California, has received public input regarding the proposed use of
CDBG and HOME funds; and
WHEREAS, the City Council of the City of Lodi has been made aware of the need to reallocate
unused CDBG and HOME funds from previous years to facilitate the expedited use of those funds: and
WHEREAS, staff therefore recommends the reallocation of $283,427.97 of unused available
CDBG and HOME funds from previous program years to supplement the 2005-06 funding and reduce the
balance of unused funds, as shown as follows:

for a Community Development Block Grant for the construction of a new warehouse for food
storage and distribution and the remodeling and expansion of its aged nutrition education center and
on-site food pantry.
Our board has been working on this project for several years, and is pleased with this application to
submit a professional Facilities Studyjust completed by WMB Architects in Stockton. This plan
includes a new warehouse and the remodeling/reworking of existing nutritional education facilities,
on-site pantry and administrative offices as well as the receiving lot expansion and a roof structure
for sorting of food out of the elements. The new warehouse would allow far greater food and
nutrition storage and variety, while the expanded nutrition center offers new service to thousands.
From our viewpoint an expansion of the Emergency Food Bank is urgently needed. When the EFB
adds new warehouse space and enhanced nutrition education our organization would gain major
benefits. Those benefits to the community include:
Additional food and nutrition supplies for our clients, leading to approximately 750,000
additional nutritional meals each year for our clients,
■ Enhanced nutrition education for our clients, with a target audience of 1,000 new families
offered enlightened nutrition and cooking insights at our education center,
Enhanced food and nutrition supplies to our 40+ partner non-profit agencies, many of whom
rely on the EFB for the majority of the food they serve,
■ Far greater food and nutrition service to the citizens of San Joaquin County, which already
number over 110,000 EFB clients annually and grow each year
