COUNCIL COMMUNICATION
AGENDA TITLE: Report on the City's Supervisory Control And Data Acquisition (SCADA)
system located at Electric Utility that monitors and controls the electric,
water, wastewater and storm systems and affirmation of the City Manager's
actions regarding necessary emergency repairs ($8,000) (EUD)

RECOMMENDEDACTION: That the City Council affirm the City Manager's actions regarding
necessary emergency repairs to the Electric Utility's SCADA system
BACKGROUND INFORMATION: The Electric Utility Department has received approvalfrom the City
Managerfor an emergency funding request in the amount up to $8,000.
The funding was utilized to repair the Department's "SCADA" system. This
system monitors and controls the flow of electricity on Lodi's distribution power lines, as well as the city's water
system. The SCADA system is essentially the "eyes, ears and hands" of the distribution system, and is crucial for
maintaining service reliability and restoring service if an outage occurs for the residentsand businesses of Lodi.
During the installation of the SCADA system software, a series of challenges were identified. The utility's first
course of action was to notify the system vendor, who attempted to rectify the challenges remotely. Unfortunately,
remote attemptsto rectify the problemswere unsuccessful, and both Electric Utility staff and the SCADA system
vendor recommended a new course of action.
This action involved the re -installation and re -configuration of the both the SCADA system hardware and software.
It should be noted that there was no premium or additional cost for this immediate repair. The decision to move
swiflly ahead with the repairwork was deemed the most prudent decision to maintain system integrity.
By addressing the needed "fixes" to the SCADA system now, the utility could avoid a series of potential lytime-
consuming and costly problems including, but not limited to, extended power outage times, a backup of the storm
and waste water systems, and a loss of water pressure through out the city.
The troubleshooting, repair and testing of the system have been completed, and the city's SCADA system is
operating as designed and intended.
