AGENDA TITLE: Adopt Resolution Approving Plans and Specifications, Authorizing
Advertisement for Bids for Pine Street Overlay Project — Ham Lane to
Church Street, Authorizing City Manager to Award or Reject the Contract, and
Appropriating Funds ($260,000)

RECOMMENDEDACTION: That the City Council adopt a resolution approving plans and
specifications for the above project, authorizing advertisement for bids,
authorizing the City Manager to award or reject the contract up to
$260,000 and appropriating funds.
BACKGROUND INFORMATION: This project includes installing a 0.15 -foot thick asphalt pavement
overlay on Pine Street between Ham Lane and Church Street. The
work includes approximately 2,000 tons of asphalt concrete and
15,700 square yards of pavement reinforcement fabric, pavement
grinding, pavement striping, and other incidental and related work, all as shown on the plans and
specifications for the above project.
In anticipation of the paving project, City Street crews performed base failure repairs in 2004 along the
alignment to stabilize portions of the existing pavementthat were determined to be in too poor of condition to
overlay. Additionally, the department is completing installation of wheelchair ramp modifications and upgrades
along the corridor.
During paving operations, the plans and specifications allow the contractor to close Pine Street for two days
within the project limits — one day to pave between Ham Lane and Hutchins Street and one day to pave
between Hutchins Street and Church Street.
Closing the work area to traffic will expedite the paving process and provide a better overall paving job
Temporary access to homes and businesses along the corridor, as well as to City Hall and the
Finance Department, will be from the side streets during the closure period,
Notifications to the public will be mailed to property owners adjacent to the project limits and advertised in the
Lodi News Sentinel prior to the planned closure date.

RESOLUTION NO. 2005-27
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING PLANSAND
SPECIFICATIONSAND AUTHORIZING ADVERTISEMENT FOR BIDS FOR
PINE STREET OVERLAY PROJECT - HAM LANE TO CHURCH STREET,
AND FURTHER AUTHORIZING THE CITY MANAGER TO AWARD OR
REJECT THE CONTRACT UP TO $260,000, AND APPROPRIATE FUNDS
FOR THE PROJECT
WHEREAS, this project includes installing a 0.15 -foot thick asphalt pavement overlay on
Pine Street between Ham Lane and Church Streets: and
WHEREAS, the work includes approximately 2,000 tons of asphalt concrete and 15,700
square yards of pavement reinforcement fabric, pavement grinding, pavement striping, and
other incidental and related work; and
WHEREAS, staff recommends approval of the plans and specifications and
authorization for bids for the Pine Street Overlay Project — Ham Lane to Church Street, and
further recommends authorizing the City Manager to award or reject the contract up to
$260,000 and appropriating $260,000 from the Measure K Maintenance fund for this project.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the plans and specifications and authorize advertisement for bids for the Pine Street Overlay
Project - Ham Lane to Church Street; and
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager to
award or reject the bid up to $260,000 for the Pine Street Overlay Project - Ham Lane to
Church Street; and
BE IT FURTHER RESOLVED that funds in the amount of $260,000 be appropriated
from the Measure K Maintenance fund for this project.
