AGENDA TITLE: Approve Addendum to Lower Sacramento Road Project Plans and Specifications

RECOMMENDED ACTION: That the City Council approve Addendum No. 1 to the
Lower Sacramento Road Project plans and specifications.
BACKGROUND INFORMATION: This project consists of widening Lower Sacramento Road from
Harney Lane to Kettleman Lane; removing the existing pavement and
constructing new pavement; constructing drainage pipes and
structures: constructing medians with raised curbs: constructing curbs,
gutters and sidewalk in front of the future DeBenedetti Park and the Sunnyside Estates subdivision;
constructing a new traffic signal at Century Boulevard: and other incidental and related work. (Extension of
Century Boulevard from its western end to Lower Sacramento Road will be handled as a separate project in
the near future.)
This section of Lower Sacramento Road is predominantlywithin the County. Only the portion adjacent to the
Sunwest Plaza shopping center is within the City limits. However, several years ago the County granted to
the City the responsibilityfor delivering this roadway improvement project.
On November 17, 2004, City Council approved plans and specifications and authorized advertising for bids on
the project. Addendum No.1 to the plans and specifications provides additional information and clarification.
One objective of bringing this to the City Council is to obtain approval for the basis of award of the construction
contract.
The specifications include a price reduction alternate for performing the contractwork under a full road closure
condition for a period not to exceed 120 calendar days. The road closurewill be from the south boundary of
the WalMart Shopping Center to the south boundary of the Sunnyside Estates rural subdivision (see attached
map). Reasonable daytime and working day access will be provided for the few property owners and
residences fronting Lower Sacramento Road. Full access at night and on weekends will also be provided.
Staff expects the closure period to run through the months of May, June, July and August (after Harney Lane
is opened at the WID Canal). The addendum also specifies the detour route to Hutchins Street/West Lane.
However, county Staff is reluctant to Support the full road closure alternative anticipating substantial re-routing
of traffic to Davis Road.
A substantial cost saving is anticipated by City staff based upon informationfrom contractor?.. Addendum
No. 1 sets criteriafor awarding the construction contract by setting a $350,000 minimum cost reductionfor the
full road closure alternative. A copy of Addendum No. 1 is attached as Exhibit

ADDENDUM NO. 1
Notice is hereby given that the plans and specifications for the above referenced project
have been revised as follows:
Drawing Sets - (General Information)
There are two sizes of drawing sets availablefor this project: 11"x 17" (reduced
size) and 22" x 3 4 (full size). The 11" x 17" size drawings are not to scale. The 2 2
x 3 4 size drawings are generally to the scale shown on the plans. Neither the
reduced size set nor the full size set should be physically measured to determine
any quantities or distances with any certainty.
There are some minor differences among the full size and reduced size sets.
These differences are:
a. The presence or absence of a scale baron the reduced size sets.
b. The presence or absence of a signature in the title block for Thos. Ryan Flinn,
San Joaquin County Public Works Department, on the reduced sets.
c. The full size sets do not have a scale bar.
2. The optional Bid Item 1. Signal Interconnect" Lump Sum has been deleted as an
item of work. A revised "Bid Proposal" form, which reflects the deleted work, is
included as part of this addendum. The bid item "Signal Interconnect" included both
signal interconnect conduit and fiber optic conduit installation and related work. All
of the work included in the lump sum price for "Signal Interconnect" has been
deleted.
3. Basis of Bid Comparison
The City will compare the bids received in two ways:
a. The total bid price bids will be compared (phased construction).
b. The total bid minus the road closure construction option bid values will be
compared (road closed construction).
The City Council will choose the lowest responsible bidder from comparison (b) road
closed construction if the cost savings over comparison (a) is $350,000 or more.
4. 6.112B "Road Closed" Construction shall be revised to include:
a. Reasonable access to the park entrance at Station 44 + 25 shall be made for
trucks entering and exiting the site during the project.
5. 6-105 Schedulina Work shall be revised to include: Contractor's Cooperation
with Other Work. The contractor's attention is directed to the fact that the City
Water Division, City Electric Utility Department, SBC, PG&E, and others may be
installing and relocating facilities during construction. Schedules detailing the work
of installation and relocation are not available at this time. It shall be the contractor's
responsibility to schedule and coordinate his work with the other agencies so that
there is the least amount of conflict during all phases of construction.

6. 6-112A Tric Control shall be revised to include: The contractor shall provide two
(2) changeable message boards for up to 20 working days each during the project to
alert motorists of changing roadway conditions.
7. There are conflicts in the call out for the material to be used as shoulder backing, as
shown on Detail 3 Sheet C-1 and Sheet X-1. Shoulder backing material shall be
native material.
8. Detail 4 on Sheet C-1 should reference Detail 1 Sheet C-1 as the vertical curb detail
and not Detail 2 Sheet C-1 or Mod Type "C" Curb.
9. The structural section shown on Sheet C-4 ,Section C -C is an error. The structural
section shall be as shown on Sheet X-1.
10. Median backfill shall be native material. Medians shall be backfilled to 8 inches
below the adjacent top of median curb. Median backfill adjacent to the curb shall be
4 inches below top of median curb and be sloped down to the median backfill at a
one-to-one slope. Sufficient native material from roadway excavation should be
available within the project limits. The cost of placing median backfill shall be
included in the cost of the median.
11. The existing structural section of Lower Sacramento Road within the project limits is
not known with any certainty. The contractor may core the existing road, if needed.
The contractor shall make arrangements with San Joaquin County Public Works, as
to timing and location of any cores.
12. 6-122A Roadway Excavation — Paragraphtwo (shown below) of this section shall
be deleted from the specifications:
"No excavated area, within the new pavement area, shall remain unpaved for more
than 10 working days. Once the contractor begins excavation within the new
pavement area, he/she must compact the subgrade and place the first layer of
asphalt concrete within that area within 10 working days."
13. 6-112B "Road Closed" Construction shall be modified to include the following:
"Detour plans shall identify Hutchins Street and West Lane as the roadway to direct
detoured traffic to."

The San Joaquin County Department cf Public Works does not support the City's
position to allow fel road closure of Lower Sacramento Road for the duration of
the four-month construction contract.
The City of Lodi wi I I assume any traffic operational liabilitiesresulting from the
re-routing of traffic onto adjacent County roadways.
