CITY OF LODI
COUNCIL COMMUNICATION
M
AGENDA TITLE: Adopt resolution approving the reallocation of (1) Administrative Clerk to (1)
Administrative Secretary located in the Library (HR)
MEETING DATE: Wednesday, February2,2005
SUBMITTED BY Human Resources Director
RECOMMENDED ACTION: Adopt resolution approving the reallocation of (1) Administrative
Clerk to (1) Administrative Secretary located in the Library.
BACKGROUND INFORMATION: A classification study has been conducted on the position of
Administrative Clerk in accordance with the Rules for Personnel Administration. The Administrative Clerk
for the Library provides extensive support services to the Library Director. The incumbent also serves as
secretary for the Library Board of Trustees and the Board of Directors for the Lodi Public Library
Foundation. This position is also responsible for collating and formatting board packet materials,
recording and transcribing minutes for Board and Foundation meetings.
This position is expected to work independently and serve as the Secretary for the department. The
incumbent deals daily with staff members and the public in an array of issues, including booking library
meeting rooms and acting as library liaison with City departments. The Library is the only department in
the City that does not have an Administrative Secretary position. The current Administrative Clerk is
functioning as and performing a majority of the same duties of the position of Administrative Secretary.
The incumbent has been performing the administrative functions for the Library Board of Trustees and
Foundation Board since the first day of employment whereas other duties have been added as the library
administration's need for these functions has developed. The Library Board of Trustees agrees with this
action.
This action will not impact the number of positions in the department. The Human Resources staff
recommends that the position of Administrative Clerk be reallocated to Administrative Secretary.
COST: FY 2004-05- $2,038.40 (Approximate)
FUNDING: Costs for current fiscal year will come from salary savings. Costs for fiscal year 2005-06 will
be sustained by the libraryfund.
