Adams, Chief of Police RECOMMENDED ACTION: That the City Council adopt a resolution authorizing $2,000 for the purchase of retired police canine "Tosca" from Lodi Police Officer Brian Freeman. Funding will come from the canine trust fund which is funded from donations and fundraising efforts by members of the Lodi Police department Canine team. BACKGROUND INFORMATION: Recently Officer Steve Nelson's canine partner "Ringo" was euthanized due to cancer. In an effort to save money and expedite Officer Nelson's return to the Canine Unit, Officer Brian Freeman has agreed to sell his retired police canine "Tosca". Tosca is seven years -old was retired from service approximately eighteen months ago and is the property of Officer Freeman who left the Canine program after approximately four years of service. Tosca is a fully trained police canine and would require minimal training to recertify for police work. The current price for anew, fully trained, police canine is $7,500 and an untrained police canine is $4,500. Training time for an untrained police canine is approximately six months and there are no guarantees that an untrained police canine will pass certification for police work. Purchasing Tosca would allow Officer Nelson to return to duty as a canine officerwithin thirty days and have a fully trained dog and handlerworking. Request Lodi City Council authorized purchase of Tosca utilizing Canine trust funds which will allow Officer Nelson to return to duty as a canine officer in a minimal amount of time while saving money due to the purchase price of $2,000 and overtime costs for canine training.
