Odyssey Landscape Company, Inc., will be awarded the maintenance and irrigation for Group and maintenance for Group C, for a total annual cost of $77,540. The maintenance and irrigation for Group B will be awarded to Greenline Landscaping, Inc., for a total annual cost of $51,180. BACKGROUND INFORMATION: This project provides for the contract maintenance of 142 landscaped sites within the City of Lodi and at the White Slough Water Pollution Control Facility. This bid was divided into three separate groups: Group —Maintenance of Turf and Miscellaneous Landscape Areas 2005; Group B —Maintenance of Lower Sacramento Road and Adjacent Landscape Areas 2005; and Group C — Maintenance of Cherokee Lane and Adjacent Landscape Areas 2005, with optional bid itemsfor irrigation maintenance. The sites include medians, wells and electric substations, and most City facilities (City Hall, Police Building, Library, etc.) and excludes parks. Bids received resulted in a total annual cost of $128,720, which is a cost savings of $12,550 over the current contract. This bid price includes irrigation maintenance for two of the three groups. Staff recommends that the irrigation maintenancefor Group C not be awarded due to the disproportionately higher cost. This will result in City crews performing maintenance on that portion of landscape and pull already limited staff from other duties. However, given the City's budget situation, staff feels this can be done. This project was bid in late 2004, and while there were errors in the bids received, it was apparent that the only way to keep the overall cost of maintaining the landscape comparable to current costs was to significantly reduce the frequency of maintenance activities. Those changes include: reducing mowing turf sites from 52 to 40 times per year; reducing the litter and weed removal from 52 to 12 times per year; and reducing the as -needed pruning to four times per year. This will adversely impact the overall appearance of the sites. Specifications for this projectwere approved on December 15, 2004. The City received three bids for this project. The cost of landscape maintenance is budgeted within the funds responsiblefor the facility being maintained (Streets, General Facilities, Transit, Water, Wastewater and Electric). The cost allocated to each fund includes irrigation maintenance, including those areas maintained by City forces, plus 15% for inspection and contract administration by the Street Division.
