AGENDA TITLE: Authorize $5,000 payment to the San Joaquin Partnership for an Economic
Development Strategic Plan through AngelouEconomics

RECOMMENDED ACTION: That the City Council authorize $5,000 payment to the San Joaquin
Partnership for an Economic Development Strategic Plan through
AngelouEconomics.
BACKGROUND INFORMATION: As per correspondence from the San Joaquin Partnership dated
December 21, 2004 (attached), the City is being requested to
financially participate in a County -wide economic development
strategic plan. The SJP last commissioned such a study in 1991 and has used that plan as its basis for
business attraction efforts throughout the County.
The firm of AngelouEconomics has been identified by the SJP for developing the new strategy. The firm,
represented by Mr. Angelos Angelou, Principal and Chief Strategist, made a presentation to the SJP
Board of Directors during the Board meeting of December 16, 2004. Council Member Bob Johnson,
serving as Lodi's alternate, attended the SJP Board meeting in Mayor Beckman's place. The total cost of
the study is $100,000 and is expected to be funded by contributions from sponsors.
The project will take four months to complete and will result in the following outcomes: identification of
emerging industries, the region's strengths and weaknesses, how to be more competitive, and how to
attract, train, and retain a quality workforce. The Strategic Plan will also identify recommendations
regarding marketing, workforce, infrastructure, and the business climate in the region.
The Gity of Lodi'* economic development program is focusing on businesses that provide employment
opportunities with good -paying jobs and that have a high energy demand_ It is because of our Electric
Utility that the City historically has attracted industries to our community. As such, it is appropriate for the
Electric Utility's marketing and outreach program to fund the City of Lodi's $5,040 contribution to the
Strategic Plan development.

Dear Janet:
The San Joaquin Partnership and San Joaquin. County need to step out and take a new look
at how to address the next decade and hove we focus on knowledge-based job
development.
The San .Joaqui1i Partnership is about to embark on an Economic Development Strategic
Plan process through a`contract with AInIgelouEconomics' based in Austin., Texas.
Our objective is to Rind this one -tine expense outside of our normal budget with the
financial participation of investors. To that end, I would request your Council consider
funding participation in the mount of five thousand dollars ($5,000). The funds can be
contributed to the San Joaquin Partnership, 503 (c) (G) corporation, or through the San
Joaquin. Partnership Foundation, a 503 (c) (3) corporation.
The last such comprehensive Economic Development Strategy was accomplished in 1991-
1992. throi gli Coopers & Lybrand and has been the basis for much of our business
attraction strategy since that time. The process of dramatic change over the last decade has
been significant in terms of demographics, economic conditions, employment, business
make-up and the impacts of globalization necessitating a critical evaluation of'our
strategLe .
The Partnership has selected the firm of AngelouEconornics based on their unique
demonstrated skills in assisting communities in developing strategies for the next decade.
This judgment is based on:

experience in economic analyses
Their strategies reflect a broad range of experiences as economic development
consultants across the country.

are generated ftom the inside out, engaging the community in understanding and
marketing the community.
Mr. Angelos Agelou, Principal and Chief Strategist of the firm, made a presentation to the
Board of Directors at its December 16, 2004 meeting.
Our objective is to proceed with this proposal. The estimated total cost is $100,000 for
which we need ten participating investors at $10,000 each or combination thereof. We
would greatly appreciate the City of Lodi's consideration and participation as project
sponsors.
