AGENDA TITLE: Adopt Resolution Approving Plans and Specifications, Authorizing Advertisement for
Bids, Pending Caltrans Approval, for Kettleman Lane Widening/Gap Closure Project
from Lower Sacramento Road to Ham Lane, and Stockton Street to Cherokee Lane,
and Authorizing the City Manager to Execute All Necessary Agreements to Implement
the Project

RECOMMENDED ACTION: That the City Council adopt a resolution approving the plans and
specifications for the above project, authorizing advertisement for bids,
ponding Caltrans approval, and authorizing the City Manager to execute
all necessary agreements to implement the project.
BACKGROUND INFORMATION: At the April 30, 2002, Shirtsleeve meeting, our engineering
consultant, Mark Thomas & Company, Inc., and City staff provided
a project overview and discussed the environmental
documentation, public meetings, right of way appraisals, and
proposed funding sources. At the August 21, 2002, closed -door session, City staff presented the
proposed right of way costs and acquisitions needed to build this project. Since those meetings, we
have been working to complete the plans, specifications, and cooperative agreements, and to acquire
right of way and public utility and temporary construction easements.
Currently, the State Transportation Improvement Program (STIP) funds are earmarked for 2006107, and
there are no funding mechanisms to advance funds. In an effort to advance the construction of this
project, San Joaquin Council of Government (SJCOG) is working with other agencies in the County to
identify projects with funds that could be transferred to this project. SJCOG's funding recommendation
will be presented to their Board at the August 28, 2003, meeting for approval. The funding source will be
determined before staff advertises the project for bids.
The project consists of improving Kettleman Lane (State Highway 12) from Tienda Drive to Ham Lane,
and from Stockton Street to Cherokee Lane. The improvements include constructing a raised
landscaped median at both locations, widening the westbound direction of Kettleman Lane from
Lakeshore Drive to Tienda Drive, modifying the Tienda Drive and Kettleman Lane traffic signal to
accommodate westbound dual left turns, widening the Walmart driveway to accommodate the two
proposed inbound lanes, installing street lights, modifying the Ham Lane/Kettleman Lane and
Cherokee Lane/Kettleman Lane traffic signals to accommodate eastbound dual left turn lanes:, and
constructing a traffic signal interconnect system. These improvements will provide a continuous four -
lane roadway with a raised median from Lower Sacramento Road to Cherokee Lane (a separate project
will construct a raised median from Hutchins Street to School Street).

Utility companies are scheduled to begin this month the process of relocating facilities in preparation for
the; widening.
Staff is requesting City Council authorize the City Manager to execute all necessary agreements for the
improvements, once funding is secured. A cooperative agreement between the City and SJCOG will be
prepared and executed by the City Manager. In addition, staff will prepare the agreements for
construction management services, such as material testing and surveying. Staff has been pleased with
the engineering firm that has prepared the design plans. With Council's approval, their professional
service agreement will be amended to include construction staking and limited design consultation
services.
FUNDING: A request for appropriation of funds will be made at contract award. The estimated cost
for construction management services is approximately $80,000.

WHEREAS, this project consists of improving Kettleman Lane (Mate Highway
12) from Tienda Drive to Ham Lane, and from Stockton Street to Cherokee Lane. The

WHEREAS, staff recommends that the City Council approve the plains .and
specifications, authorize advertisement for bids, pending Caltrans approval, for the
Kettlernan Lane Widening/Gap Closure Project, and further authorizing the City
Manager to execute all necessary agreements for the improvements, once funding is
secured. A cooperative agreement between the City and San Joaquin Council of
Governments will be prepared and executed by the City Manager. In addition, staff will

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
approve the plans and specifications and authorize advertisement for bids, pending
Caltrans approval, for the Kettleman Large Widening/Gap Closure Project, and
BE IT FURTHER RESOLVED that the City Council hereby authorizes the City
Manager to execute all necessary agreements for the improvements, once funding is
secured, for the Kettleman Line Widening/Gap Closure Project.
