HomeMy WebLinkAboutAgenda Report - July 2, 2003 E-09sCITY OF LODI 6 COUNCIL' AGENDA TITLE: Adopt Resolution Authorizing the City Manager or Public Works Director to Act on Behalf of the City in Obtaining Financial Assistance from the State Water Resources Control Board for the White Slough Water Pollution Control Facility Improvements MEETING DATE: Juiy 2, 2003 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution authorizing the City Manager or Public Works Director to sign and file, for and on behalf of the City, financial assistance applications for the White Slough Water Pollution Control Facility Improvements. BACK�,�:PO`t?ND INF€ RMATION: The City is applying for financial assistance from the State Revolving Fund Loan Program for the Year 2003 Improvements to the White Slough Water Pollution Control Facility, As a part of the ioan application, a resolution authorizing the City Manager or Public Works Director to act on behalf of the City is needed to proceed. This loan will cover the first project consisting of the construction of modifications to the plant's aeration system to increase the oxygen delivery to the plant's secondary treatment process. This will include the removal of four existing multi -stage centrifugal blowers, motors. bases, and equipment pedestals; the installation of four new multi -stage centrifugal blowers, motors and bases; air piping, fitting, and valve additions and modifications; the construction of four new concrete equiprneni pedestals; and all associated electrical controls and instrumentation. The project also includes the removal and disposal of sludge from a sludge pond; the construction of a new sludge pond levee; piping and appurtenances-, and ail associated work at a total cost of $4 million, The loan amount would be approximately $3.5 million. The City is not committing to accepting a Slate loan at this point. However, due to the processing time required, if we are to meet the terms of our current permit which requires completion of tertiary filters in mid -2034, we need to start the State loan application process now. The decision on a State loan versus other funding mechanisms will be brought back to the City Council at a future date. FUNDING" None required, f r Richard C. Prima, J .
