AGENDA TITLE Accept Improvements Under Contract for the Wastewater Main Repair Project Near
Turner Road and California Street

RECOMMENDED ACTION: That City Council accept improvements constructed under the Wastewater
Main Repair Project near Turner Road and Caiifornia Street contract.
BACKGROUND INFORMATION; On May 3, 2003, crews responded to a wastewater main backup at
the Lodi Community Church located at 444 West Turner Road.
Upon clearing the obstruction, the pipelinewas televised and
portions were found to be severely corroded and in need of
rehabilitation. Please refer to the attached Memorandum dated May 7, 2003, for additional information.
After soliciting informal bids received on May 19, 2003, from two (2) pipeline rehabilitation contractors,
the project was awarded May 20, 2003, under emergency conditions, in accordance with Lodi Municipal
Code Section 3.20.074. The low bid was submitted by Pacific Liners, of Vacaville, in the amount cc
15,708.25, The contract has been completed in substantial conformance with the project requirements.
However, the final contract price increased to $17,548.25, due to the discovery of two (2) additional
service connections within the limits of repair that were internally reinstated and sealed at a cost cf
$920.00each-
Following acceptance by the City Council, the City Engineerwill file a Notice of Completion with the
County ecarder's office.
FUNDING: Budgeted Fund: Storm Drain IMF (171021)
Revised Contract Amount: $17,548.25

Subject: Wastewater Main Repair— Lodi Community Church
Saturday May 3, 2003. crews responded to a wastewater main backup at Lodi Community
Cis,,.�sch located at 444 W. Turner Road. The wastewater line extends directly under the church as
shown -gin the aitached map. The line was subsequently cleared and flow resumed. however.
when the lime surcharged, sewage ieaked out into the crawl space below portions of the church
buildings. The Crews loaned the church fans that assisted in drying the area under the floor space
and reducing the odor.
I was notified by Martin Jones and Dave Towne on Monday the 5th and recommended the iine be
televised to determine the problem. Martin and Dave responded immediately and televised from
the MH on California St. easterly a distance of approximately 158' to a point where debris
obstructed further progress by the camera transporter. The video did reveal the pipeline is
constructed of severely damaged concrete pipe and must be repaired.
Portiona of the iine had beeii repaired under the church approximately two years ago. Roughly
20LF of the existing concrete pipe was replaced with pvc pipe. The work was diificuit due to the
light working area whereby crews had to hand dig using short handled shovels in order to
excavate and replace the damaged pipeiine. Therefore, I am recommending a tienchless repair
TrI-thodl in crde,- to mvirnize the sauce impacts_
Addit'onaily, l am recommending the work be performed under emergency conditioins in order io
expedite completion. The church operates a day care facility in the buildings directiy above the
damaged wastewater pipeline. Forturiatly the raised floor prohibits any overflow from discharging
directly into the building, however, during the latest event, the dirt below the building did become
saturated causing unpleasant odors. Additionally, repeated saturation of the soil below the church
foundation could eventually lead to structural probiems if no?remedied.
Due io me condition of the pipe, and the difficulty of making point repairs, I recommend using the
machine spiral wound pipe method of trenchless rehabilitation. This method employs a
continuous one piece PVC profile sirip which is machine wound into the deteriorated pipeline
¢rev; E z n exisiing imanhoie. I am concerned other forms of trenchless pipeline rehabilitation may
induce stresses duriiig installation that would disintegraie the already damaged pipe making any
rehabilitation impossible.
Section 3.20.070 of the Lodi Municipal Code allows bidding to be dispensed under emergency
oa rdttiogs. it is my opinion exercising this option is prudent considering the day care facility and
the Potential for foundation damage.
We estimate the toial cost to repair 245 LF of pipeline at $17,500. This price includes relining the
existing pipe, installing a new manhole, reinstating 3 service connections and replacing damaged
landscaping on the church grounds due to the work. A copy of the cost estimate is also attached.
Please advise if you concur with this approach. Our crews are scheduied to begin constructing
the new manhole on mondab May 12, 2003;n preparation for the lining work.
