HomeMy WebLinkAboutAgenda Report - July 2, 2003 E-06Cffy oF LODI AGENDA TITLE: Adopt a resolution authorizing continuation of the City's computer purchasing program for desktop and notebook computers (IS) MEETING DATE: July 2, 2003 PREPARED Y: Information Systems Manager RECOMMENDED ACTIONS That the City Council adopt a resolution authorizing City departments to continue to purchase desktop and notebook computers, as budgeted, through fiscal year 2005, in aggregate amounts of $15,000 or less. Purchases would be made from MPC Com u- ers (Micron), Hewlett-Packard, or Dell Computers, under State of California contracts awarded through the Multiple Award Schedule (CMAS) and through the Western States Contracting Alliance (WSCA). BACKGROUND INFORMATION: On September 20, 2000, the City Council adopted Resolution 2000- 160 authorizing staff to purchase desktop and notebook computer$ as budgeted through FY2001 in aggregate amounts of $15,000 or less, using competitively -bid agreements with Micron or Dell under the U S Communities Government Purchasing Alliance. In 2002, Doll Computers and the Western States Contracting Alliance entered into an agreement for purchase of computer equipment. Taking advantage of the opportunity far volume discounts, the City Council adopted Resolution 2002-33 to participate in the new contract and extended the $15,000 authorization through FY200 , Since then, Micron has changed its name to MPC, and U S Communities has begun contracting with dlstiibutors rather than directly with rnanufaotnrers. Consequently, the California Multiple Award Schedule has replaced U S Communities as the vehicle for California public agencies buying computers directly from MPC. Separately, WSCA added a contract with Hewlett-Packard for PCs, notebooks, and servers, offering substantial discounts below distributors' prices to participating public agencies. Government Code §6502 allows the City to participate jointly with other public agencies in programs like those offered by WSCA and CMAS, and Lodi City Code §3.20.070 allows alternative methods of procurement when such methods are in the best interest of the City, Since participating agencies enjoy volume pricing on each of the brands, and each has a record of reliability within the City, staff recommends continued participation in the alliances. Staff further recommends extending through Fiscal Year 2005 the City's computer purchasing program through which budgeted notebook and desktop computers may be purchased in aggregate amounts of $15,000 or less, without further competitive bidding or Council approval. For procurements in excess of $15,400, staff would continue to submit its recommendations to the City Council for review prior to purchase or solicitation of bids. A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING ONTINUA` IO T'H .CITY OF t O I'S COMPUTER PURCHASING PROGRAM FOR DESKTOP AND NOTEBOOK COMPUTERS WHEREAS, on September 20, 2000, the City Council adopted Resolution 2000-160 authorizing staff to purchase desktop and notebook computers as budgeted through fiscal year 2001 in aggregate amounts of $15,000.00 or less, using competitively -bid agreements with Micron or Dell under the US Communities Government Purchasing Alliance, and WHEREAS, the Alliance is the primary program offered by the US Communities Purchasing and Finance Agency, a non-profit public -benefit corporation established as n "instrumentality" of government to help local agencies reduce the cost of, and to help, manage the financing of purchased goods; and WHEREAS, in 2002, Deli Computers and the Western States Contracting Alliance (WS A) entered into an agreement for purchase of computer equipment, and WHEREAS, shortly thereafter the City Council adapted Resolution 2002-3 authorizing ing City participation in the new contract and extended the $15,000.00 aggregate computer purchase authorization through fiscal year 2003; and WHEREAS, since thea, Micron has changed its name to MPC, and US Communities has begun contracting with distributors rather than directly with manufacturers.
