HomeMy WebLinkAboutAgenda Report - July 2, 2003 I-02COU -NOL COMMUNICATION AGE=NDA TiTt.E: Adopt Resolution Awarding Contract for Kettleman Lane Median Improvements, Hutchins Street to School Street, to Clayborn Contracting Group, Inc., of Auburn; ($120,000) and Appropriate Funds MEETING DATE: July 2, 2003 PREPARE Y: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution awarding the contract for the above project to Clayborn Contracting Group, Inc., of Auburn, in the amount of $129,058.00 (base bid plus optional bid item) and appropriate funds in accordance with the recommendation shown below. BACKGROUND INFORMATION: This project consists of installing a raised concrete median (base bid) and electrical conduit for a future traffic signal interconnect system (optional bid item) on Kettleman Lane from Hutchins Street to 200 feet east of School Street, all as shown on the plans and specifications for "Highway 12/Kettleman Lane Safety Median Improvements". The City received three bids for this project. The lowest bidder, Clayborn, has a bid that is about $67,000 lower than the engineer's estimate and $77,000 lower than the second lowest bidder. This can be due to the fact that Clayborn was the contractor that completed the concrete median project on Kettleman Lane from Hare Lane to Hutchins Street in 2001. Their knowledge of the construction methods and familiarity with the job site gives them an advantage over the other contractors on cost savings in bidding this project. City staff has worked with Clayborn on the previous median project and is confident that they are a competen?contractor. The owner of the Euclid Shopping Center on Kettleman Lane has expressed concerns that the proposed median would restrict their westbound customers from entering the shopping center. They hired their own traffic engineer. Linscott, Law & Greenspan (LLG), to study this issue. LLG felt that a westbound left -turn could be accornmodated between Hutchins Street and Church Street for the shopping center. However, some of the design assumptions and criteria they used are not consistent with those Caltrans has required the City to use on other portions of Kettleman Lane. Staff forwarded LLG's study to Caltrans for review and approval. After reviewing LLCM's study, Caltrans has again disapproved opening the median for the proposed westbound left -turn pocket for the shopping center (letter attached). Staff felt that the decision by Caltrans is consistent with past practice and notes that westbound left -turns to the Euclid Shopping Center continue tc be available at Church Street. This project is partially funded by Federal money (Hazard Elimination Safety Program) with a required local funding match_ An additional appropriation is requested above the bid amount to cover material testing costs, construction contingencies. and engineering. According to 'Table 2 of the traffic report, the 95'h PerceWileuie;ue for the westbound left- Wrn lane on Kettleinan Lane for Hutchins Street is 235 feet (7 1,0 meters) and for the eastbound left -turn laze for Churcb Street is 122 feet (37.2 meters), According to the Table 405.2B of the Caltrans Highway Resign Manual, the inim um deceleration Iarie length for a design speed of 56.3 knarh (35 mph) is 84.7 meters (246 feet). When we add the 95"' Percentile Queue aiid the minimum deceleration lane length the total distance is 278.2 meters (912 feet). The distance between Hutchins and Church Stroet is 225 meters (738 feet). Therefore, the proposed left -turn pocket can not be Wcoz .arccl ted.
