AGENDA TITLE Adopt Resolution Authorizing the City Manager to Execute a Purchase Order in the Amount of
$15,000 in Accordance with Lodi Municipal Code Sectioin 3.20.070 for Pre -Purchasing 100 Side
Inlet Catch Basin Assembiies from South Bay Foundry and Appropriate Funds

RECTO ,1M -ENDED ACTION: That City Council adopt a resolution authorizing the City Manager to execute a
purchase order in the amount of $15,000 in accordance with Lodi Municipal Code
Section 3.20.070 for pre -purchasing 100 side inlet catch basin assemblies from
Soulh Bay Foundry and appropriate funds as shown below.
BACKGROUND INFORMATION�l Engineers and conti-actors are required to construct public works facilities in
accordance with the Standard Plans to assure high quality and standardized
public improvements. Engineering staff and pubiic opinion suggest the side
inlet catch basin (SICB) inlet openings constructed in newer subdivisions are
large enough is pose a safety hazard. To address this issue, staff recommends revising the City's curreiit Standard
i'lan to specify a 5 -inch vertical opening measured from the gutter flowline to a horizontal bar, and a non-locking,
circular. cast ;ron iid that is similar to manhole covers in the street. This design modification will improve the safety
and maintenance aspects of these assembiies, however. it requires the advance commitment to purchase the SICB
castings
Staff met with representatives from two foundries. South Bay Foundry agreed to waive the mold charges if the City
committed to purchase 100 catch basin assembiies at a reasonable cost of $150 each. The foundry will prepare the
new casting mold, keep 10 to 15 assemblies on hand and will only charge the City for the assemblies cast. This
option precludes the City from storing 100 catchbasin assemblies for an exiended period of time. Mold charges
would not be waived by the second foundry and could have exceeded $3,000.
Future development agreements will include recuperation of costs for the catchbasin assembiies. As new street
projects (both private and pubiic) are constructed, the City will supply the catchbasin assemblies and will he
reimbursed for purchase costs plus a 10% administrative charge.

WHEREAS, Lodi Municipal Code §3.20.070 authorizes dispensing with bids for
purchases of supplies, services, or equipment when itis in the best inteest of the City to
do so; and
WHEREAS, the Pubfic Works Department has been updating the City',%
Standard Plafls; and
WHEREAS, engineers and contractors are required to construct public works
facilities in accordance with the Standard Plans to assure high quality and standardized
public improvements; and
WHEREAS, engineering staff and public opinion suggest that the side inlet catch
basin inlet openings constructed in new subdivisions are large enough to pose a safety
hazard; and
WHEREAS, staff recommends revising the City's current Standard Plan to
specify a five -inch vertical opening measured from the gutter flowline to a horizontal bar,
and a non -looking, circular, cast iron lid that is similar to manhole covers in the street;
and
WHEREAS, this design modification will improve the safety and maintenance
aspects of these assemblies, but requires the advance commitment to purchase the
st de inlet catch basin; and
WHEREAS, staff met with representatives from two foundries. South Bay

WHEREAS, staff recommends that the City Council authorize the City Manager
t.o execute a purchase order for the purchase of 100 side inlet catch basin assemblies
from South Say Foundry in the amount of $15,000.00-
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute a purchase order for the purchase of 100 side
inlet catch basin assemblies from South Bay Foundry in the amount of $15,000.00; and
BE IT FURTHER 1 RESOLVED, that funds in the amount of $15$000.00 b
appropriated from the Stormwater Impact Mitigation Fee (which is reimbursable through
tuture development fees) for this project.
