RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the City Manager to provide a Public
Benefits Program grant in the amount of $30,000 to fund the Lodi Cooling
Cash Rebate Program.
BACKGROUND INFORMATION., In 2002, two -hundred (200) residential customers participated in
the Lodi Cooling Cash Rebate Program. The program is designed to encourage residential
customers to install high efficiency central air conditioning systems in their home, should their
existing unit fail or need replacement,
In 2003, the Lodi Cooling Cash Rebate will provide similar rebates for residential customers who
remove aging, inefficient central air conditioning units, and replace those units with a 14.0+ SEER
(Season EnergyEfficiency Rating) unit. The following outlines the specifics of the program:
must be a City of Lodi resident and G4 of Lodi electric utility customer-,
customer must submit appropriate paperwork to receive a rebate;
rebates are issued on a first-come, first-served basis;
> rebates are capped at 3 -ton per customer service address, with a rebate of $150 per ton
(maximum rebate per customer service address is $450);
customer may utilize any licensed mechanical contractor of their choosing;
the Lodi Cooling Cash Rebate Program will commence July 1, 2003, and be offered until funds
are exhausted.
By replacing an inefficient central air conditioning unit with a high efficiency system, customers may
reduce their energy consumption (during the cooling season- traditionally the months of May
through October in Lodi) by ten percent to twenty percent, depending upon the frequency of use.

RESOLUTION NO, 2003-100
WHEREAS, the state has mandated that beginning January 1, 1993, the City of Lodi is obligated to fund
various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement;
and
WHEREAS, the requirement amounts to approximately $1 million per year that must be dedicated to
qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the
customer's side of the meter in order to qualify; and
WHEREAS, the City of Lodi's Public Benefits Program is comprised of four segments or customer
groups: commercial/industrial, residential, community/non-profit, and municipal; and
WHEREAS, the Lodi Cooling Cash Rebate Program is specifically designed for Lodi residential electric
customers who remove aging, inefficient central air conditioning units and replace those units with a 14.0+
Season Energy Efficiency Hating (SEER) unit. The following outlines the specifics of the program:
must be a City of Lodi resident and City of Lodi electric utility customer;
customer must submit appropriate paperwork to receive a rebate;
9 rebates are issued on a first-come, first-served basis;
rebates are capped at three -ton per customer service address, with a rebate of $150 per ton
(maximum rebate per customer service address is $450);
customer may utilize any licensed mechanical contractor of their choosing; and
the Lodi Cooling Cash Rebate Program will commence July 1, 2003, and be offered until
funds are exhausted.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby authorizes the City Manager
to provide funding in the amount of $30,000.00 to renew the Public Benefits Program — Lodi Cooling Cash
Rebate Program, specifically designed for Lodi residential electric customers; and
BE IT FURTHER RESOLVED that the Lodi Cooling Cash Rebate Program will commence July 1, 2003,
and will be offered until funds are exhausted.
