HomeMy WebLinkAboutAgenda Report - June 4, 2003 E-07CITY OF LODI A e: COUNCIL COMMUNICATION AGENDA TITLE: Adopt Resolution Rejecting All Bids and Adopt Resolution Approving Revised Specifications, Authorizing Advertisement for Bids for Traffic Signal Preventive Maintenance and Repair Program, Fiscal Year 2002103, for City Traffic Signal Systems. and Authorizing the City Manager to Award the Contract rip to $33,700 MEETiN DATE: June 4,2003 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolutian rejecting all bids and adopt a resolution approving the revised specifications for the above project, authorizing advertisement for bids, and authorizing the City Manager to award the contract up to $33,700. BACKa ROUND !NFORM TtONN The project includes providing preventive maintenance and repair services for the City's existing forty-one traffic signal and lighting systems. The specifications require the contractor to provide signal maintenance inspections and perform repairs at 60 -day intervals and annually test the traffic signal conflict monitors. Specifications for this project were approved on April 16, 2003. The City received the following bid for !his project: Bidder Location Bid A Bid B Total Bid Engineer's Estimate $23,500 $9,000 $32,500 Republic Electric Novato $32,800 $18,450 $51,250 Funds 11$33,700) have been appropriated in the 2002-2003 Financial Plan and Budget. Currently, City Utility Department electricians, funded in the Public Works Department budget, maintain the signal systems. However, given the number of electrical systems they maintain and other duties, they are unable to provide the ongoing preventive maintenance. The preventive maintenance is intended to ensure the electricai systems are reiiably performing to limit equipment failures and the City's exposure to liability claims. The electricians will continue to provide the signal maintenancefor emergency s_rvices, call -out services and signal work orders. Since the bid was higher than the engineer's .estimate, the specifications have been revised to eliminate items such as graffiti removal, cleaning outside of "he cabinets, cleaning the lenses semiannually, testing the Emergency Vehicle Preemption equipment with an emitter, and other rnisceilaneous items. These items will be performed by Public Works, Electric Utility. and Fire Department staff regularly or as needed. The revised specifications are on file in the Public Works Department. Staffs request is for Council to authorize the City Manager to award the project up to $33,700. Based on actual lids, if additional funds are needed, this item will be brought back to Council for approval to award and appropriate additional funds. Senior Traffic Engineer RCP/P,IF!pmf cc: U? y Attorney City ;Igineer Electric Superintendent stveet'.Superintendent Streets Contracts AdmiNstrat€ir PUrci asing Officer Technical S&Oces Mmiager Kerekes Senior Traffic engineer CRejectR Maid 05/27/03 RESOLUTION NO. 2003-99 WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council, sealed bids were received and publicly opened on May 7, 2003, at 11:00 a,m for Traffic Signal Preventive Maintenance and Repair Program, Fiscal Year 2002-03, for City Traffic Signal Systems, described in the specifications, therefore approved by the City Council on April 16, 2003; and WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with the City Manager as follows: Enoineer's E01rnate $ 23,500800 $ 9,000M $32,504.00 Republic Electrio, Novato $ 32,800.00 $ 18,450.00 $51,250.00 WHEREAS, because the only bid submitted is higher than the engineer's estimate, staff recommends rejecting the bid and re. -advertising with revised specifications eliminating items such as graffiti removal, cleaning outside of the cabinets, cleaning the lense-S semia. nnually, testing the Emergency Vehicle Preemption equipment with an emitter, and other miscellaneous items: Staff further recommends that the City Manager be authorized to award the bid up to $33,700-00 NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby rejects the bid for Traffic Signal Preventive Maintenance and Repair Program, Fiscal Year 2002-03, for City Traffic Signal Systems, from Republic Electric, of Novato, California; and BE IT FURTHER RESOLVED that the Lodi City Council hereby approves the revised specifications and authorizes advertisement for bids for the Traffic Signal Preventive Maintenance and Repair Program, Fiscal Year 2002-03, for City Traffic Signal Systems; and further authorizes the City Manager to award the bid up to $33,700.00.
