BACKGROUND INFORMATION_ This project consists of replacing four 10+ -year-old aeration blowers, which supply air to the facility's biological treatment process. The aeration blowers are critical to plant performance and are in need of replacement to maintain effluent quality, The four aeration blowers being replaced were installed during the 1989 plant expansion. As part of this bid, a guaranteed price quote for later purchase of the ancillary appurtenances was sought. This quote was used ru choosing the lowest responsibie bidder, but the ancillary appurtenances will not be purchased at this time. Hibon's bid of $179,300 foi- :he ancillary equipment was also the low bid. The appropriation requested i3elow is for the blowers alone. Plans and specifications for this project were approved on April 16, 2003. The City received the following three bids for this project: Bidder Location Bid Hibon. Staff subsequently determined that the delay was not the fault of the bidder, SpencerTurbine. FedEx was unable to fly in and out of their Memphis hub on schedule because of severe weather conditions. We also determined that the delay did not give the bidder an unfair advantage or benefit over the other bidders. Further, court cases have established that such circumstances do not constitute a bidding irregularity, and have allowed similar late bids to be accepted by the public agency.
