BACKGROUND INFORMATION.- The City of Lodi currently operates and maintains two major pipelines
that convey wastewater from the City to the White Slough Water
Pollution Control Facility (WSWPCF), The two pipelines are the
Domestic Outfall Pipeline constructed in the late 1960's and the
Industrial Waste (IW) Outfall that was constructed during the 1940's. Prior to construction of the Domestic
Outfall,, the IW pipeline was the City's primary pipeline to convey treated wastewater to the Delta. When
the Domestic Outfall was constructed, the IW pipeline was converted to serving the City's industrial
customers.
On March 10, 2003, while conducting maintenance activities on a pipeline that connects to the 1W system,
crews noticed the pipeline had experienced severe scouring along a segment near Interstate 5. Closed
circuit television (CCTV) assessment revealed the damage is isolated to a 110 -foot Iong segment where
the invert in some areas had been completely scoured away. The cause of this problem appeared to stem
from a slide gaffe that was stuck in a partially closed position.
Time is of the essence on this pipeline repair, Fortunately, the flows in the IW pipeline are currently very
low. As of early June, flows will increase substantially. Performing the repair under high flow conditions
will significantly increase the cost and complexity of the work.
Therefore, this project is being performed under emergency conditions since completing the repair work by
June would be impossible under the normal public bidding process. Lodi Municipal Code Section 3.20,070
aHows bidding to be dispensed under emergency conditions. To obtain fair and reasonable prices, staff
invited three Racal underground contractors to informally bid on the project.
On April 22, 2003, staff rnet with the contractors at the site, provided plans and fielded questions. On
April 28, 20035 the following two informal bids were received-,
G&L Brock Construction Company, Inc. $15,454.56
Crutchfield Construction Company $20,850.00
Teichert Construction (Did not bid)
The bids include removing the old pipe and installing 107 LF of new pipeline in accordance with the plans
and specifications. The pipe material will be purchased directly by the City at a cost of $4,580.00.
Therefore, with low bidder G&L Brock Construction Company, Inc., performing the work, the total cost of

the repair is $20,035,00. Staff is currently working with G Brock Construction to finalize the terms and
conditions of the contract. It is anticipated the pipeline repair work to take place during the week of
May 12; 2003,
