AGENDA TITLE: Adopt Resolution Rejecting All Bids and Authorizing Redesign and Readvertisement for Bids
for City of Lodi/Lodi Unified School District Wash Bay

RECOMMENDED ACTION-, That the City Council adopt a resolution rejecting all bids and authorizing redesign
and readvertisement for bids for the City of LodilLodi Unified School Distritt Wash
Bay project,
BACKGROUND INFORMATION: This project is a joint effort between the City of Lodi and the Lodi Unified
School District (LUSIg). The City of Lodi and LUSD will share the
construction casts, The City of Lodi has already purchased the equipment for
the wash bay ($151,465), and LUSD will be responsible for operating
coasts over the next ten years. Ail City of Lodi vehicles will be able to utilize; the automatic wash system at th e LU to
site at no additional cost to the City. On June 21. 2000, City Council approved the purchase of the wash bay systema.
On November 15, 2000, City Council app(oved a joint -arse agreement with LUSID, and the design agreement with
Booker Eery Hickman Architects. The joint -use agreement included a construction contribution from LUSD of
$180,000.
Flans and specifications for this project were approved on September 5, 2001. At the; request of LUSD, a welding
shop addition was included as an alternate. The City received the following three bids for this project:

The original concept shared with the City Council included a project estimate of $300,000. If awarded as bid,
including all equipment costs, architectural fees, construction, contingency, and other project costs, the project is at
almost $600,000. Because theproject carne in well over what the City and the [district have anticipated, staff is
asking that the bids be rejected and the project redesigned and rebid, allowing that the metal building/structure be
either eliminated or reduced in scrape, or bid as an alternate to be completed in the future. City and L -USD staff Will
explore, and incorporate, further cast reducing measures. Funding will be requested at the time of bid award.
FUNDING: Not needed at this time.

WHEREAS, in answer to notice duly published in accordance with law and the order of
this City Council, seated bids were received and publicly opened on February 26, 2003, at I 1 *00
a.m. for City of Lodi/Lodi Unified School District Wash Bay, described in the specifications,
therefore approved by the City Council on September 5, 2001; and
WHEREAS, hi .project is a joint effort between the City of Lodi and Lodi Unified. School
District and Will share the construction costs as outlined in the joint -use agreement between the
City of Lodi and Lodi Unified School District approved on November 15, 2000; and
WHEREAS, said bids have been compared, checked, and tabulated and a report thereof
filed.with the City Manager as follows:

WHEREAS, because the bids submitted are well over what the City and the District
anticipated, staff recommends rejecting all bids and further recommends. that the City of
Lodi/Lodi Unified School District Wash Bay project be redesigned and rebid.
NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the bids for the
City of Lodi/Lodl Un"fied School District Wash Bay is hereby rejected; and
BE IT FURTHER RESOLVED that the Lodi City Council hereby authorizes the redesign
and readvertisement of the bids for the City of Lodi/Lodi Unified School District Wash Bay,
