AGENDA TITLE: Approve, Plans and Specifications and Authorize Advertisement for Bids for White Slough Water
Pollution Control Facility Aeration Blower Replacement

RECOMMENDED ACTION: That the City Council approve the plans and specifications for the White Slough Water
Pollution Control Facility Aeration Blower Replacement project and authorize
advertising for bids.
BACKGROUND INFORMATION-. This project consists of replacing four 10+ -year -cold aeration blowers, which
supply air to the facility's biological treatment process. The aeration blowers are
critical to plant performance and are in need of replacement to maintain effluent
quality. The four aeration blowers being replaced were installed during
the 1989 plant expansion. Modeling peffovmed by our design consultant, West Yost & Associates, has determined that
dissolved oxygen deficiencies are occurring due to lack of adequate aeration capacity. If the deficiency is not rectified,
the low dissolved oxygen will ultimately lead to failure of the biological process and discharge violations, resulting in
fines to ?he 'City.
Staff and our con5u4tank nave determined that the best method to mitigate the situation involves replacement of the
aeration blowers and partial replacement of the aeration diffusers. Partial replacement of the diffusers reduces the need
for larger blowers to supply the ultimate air needs of the Facility. This not only saves initial capital cost, but long-range
electric costs as well. The plans and specifications for the diffuser purchase will be submitted to the Council at a later
date.
As part of this bid, a guaranteed price quote for later purchase of the ancillary appurtenances is being sought. This
quote 01. be used in choosing the lowest responsible bidder, but the ancillary appurtenances will not be purchased at
this time. The project estimate listed below includes the cost of the blowers and appurtenances only. An installation
contractor will be chosen to install the blowers- This contractor will purchase the appurtenances as part of their
contract.
This bid process has been chosen due to the lead-time needed to manufacture the blowers. The blower installation is
Manned for the end of 2003. To meet this timeframe, the blower purchase needs to be undertaken very soon. The
installation cost, the appurtenances, and the diffusers are intended to be purchased with a State Revolving Fund loan.

FUNDING The money for this project will be coming from the Wastewater Fund. A request for appropriation of
funds will be made at contract award,
