AGENDA TITLE: Public Hearing to Consider Resolution Approving the Initial Study and Mitigated Negative Declaration for the Lower Sacramento Road Widening, Harney Lane to Kettleman Lane, Project MEETING DATE. April 2,2003 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council conduct a Public Hearing to consider a resolution approving the Initial Study and Mitigated Negative Declaration for the Lower Sacramento Widening, Harney Lane to Kettleman Lane, project, BACKGROUND INFORMATIONThis joint project of the City of Lodi and San Joaquin County began in February 2001 with the award of a design oontract to Mark Thomas & Company, Inc. Included in that contract was the preparation of an Initial Study and Mitigated Negative Declaration for the project. The Mitigated Negative Declaration is based upon a finding that there is not substantial evidence that the project as proposed with mitigations will have a significant effect on the environment. The reasons supporting this finding, plus the mitigation measures, are documented in the initial study. The project consists of roadway improvements to approximately one mile of Lower Sacramento Road, from Harney Lane to Kettleman Lane, including the intersection of Century Boulevard/Lower Sacramento Road. This section of Lower Sacramento Road will be widened from a two-lane rural road to a four -lane arterial with a raised landscaped median. The project includes a new storm drain system that conforms to the City Storm Drainage Master Plan, As the lead agency, the City of Lodi agrees to implement ail of the mitigation measures. When approving a mitigated negative declaration, the lead agency must also adopt a mitigation -monitoring program for mitigation measures included in the initial study, A copy of the Draft Mitigation Monitoring Program is attached as Exhibit A, The next action by the City Council on this project is expected to be approval of plans and specifications and authorization to accept bids in June 2003, FUNDING.' The accumulation of mud or dirt shall be limited or the dirt shall be expeditiously removed from adjacent public streets at least once every 24 hours during operations.
