BACKGROUND INFORMATION-. The State of California Department rtment of Housing and Community Development has peat out a notice of Funding Availability. (NOFA) for a Code Enforcement Grant Program (CE "), which will make funds available to foul jurisdictions for capital expenditures that improve the effectiveness of and supplement existing local funding for code enforcement programs related to housing code maintenance or compliance. This new Code.Enforcement Giant Program, established by Senate Bill 1227(C;hapter 27, Statutes of 2000), is funded as part of Proposition 46 (2002), will continue to capitalize and build on the interdisciplinary, community -oriented code enforcement and preservation concepts established in previous HHD grant programs. While these previous HCD grant programs provided funding for additional code enforcement staffing, this new CEGP will provide grant funding only for capital expenditures that supplement or complement local cede enforcement and compliance activities. The maximum grant to a single recipient shall not exceed $300,000, and the minimum grant to a single recipient shall not be less than $30,000. The Community Improvement Manager is currently researching the following types of equipment in order to determine what would provide the most benefit to code enforcement personnel In addressing specific enforcement issues in the community. Portable computer equipment which code enforcement personnel could use in the field to record their activities and. actions, print out the necessary Notices and documents and interface with.the office database, all while they are still at the property. Dixon Flynn --/City er Portable video monitoring and recording equipment, which would be, placed in locations where there is a high occurrence of illegal dumping, graffiti or tither vandalism. This ` equipment also has the capability to give an audible warning that the area is under surveillance, that the activity is illegal and that violators will be prosecuted. Estimated Cost: $20,000 (four units @ $5000 each) Purchase of a vehicle for the Senior Cade Enforcement Officer who currently shares a vehicle with another Code Enforcement Officer or uses the Community Improvement Manager's vehicle, Estimated Cost; $25,000 Computer software that will allow the cede enforcement unit to better interface with other departments involved with enforcement activities. Estimated Cost: $15;000 Applications must be submitted to the Housing and Community Development Department by. April 4, 2003. 1t is anticipated that Minding announcements will be made in May 2001 FUNDING: There is no requirement for the jurisdiction to match funds. Prepared by Community Improvement Manager Joseph Wood KBfiw Attachment �uncii C,c unicaf4pn & €desc ufiun.dac WHEREAS, the Community Development Director for the City of Lodi wishes to apply for and receive an allocation of funds through the Cade Enforcement Grant Program; and WHEREAS, the California Department of Housing and Community Development (H D) has issued a Notice of Funding Availability (NCA A) for the Code Enforcement Grant Program established by SB 4227 Burton (Chapter 26 of the Statutes of 2002), Health and Safety Cade section 53533(a)6. Pursuant to the statute, HCD is authorized to approve funding allocations for the program, subject to the terms and conditions of the NOFA and program application forms, NOW, THEREFORE, BE IT RESOLVED that the Community Development Director for the City of Lodi shall submit to HCD ars application to participate, in the Code Enforcement Grant Program in response to the NOFA issued February 14, 2003, which will request a funding allocation for the purchase of capital assets identified in the application to be used in the City of Lodi. The application also commits the applicant to use, support, and maintain the capital assets acquired with grant funds for at least three () years; and BE IT FURTHER RESOLVED that it the application for funding is approved, the City of Lodi hereby agrees to use the funds for eligible capital asset(s) in the manner presented in the application as approved by H D and in accordance with the NOTA and application package. It also may execute any instruments required by HCD for participation in the Code Enforcement Grant Program, E 11' FURTHER RESOLVED that the City of Lodi authorizes the City Manager to execute in the mama of the City of Lodi the application, the Standard Agreement, and all other documents required by HCD for participation in the Code Enforcement Grant grogram.
