HomeMy WebLinkAboutAgenda Report - March 19, 2003 E-09A" UOUNCIL COMMUNICATION AGENDA TITLE- Adopt Resolution Approving the Application for Grant Funds from the Watershed, Wildlife and Parks Improvement Bond Act of 2000 (Proposition 12) for City -Wide Tree Planting for Fiscal Year 2003104 MEETING DATE: March 19, 2003 PREPARED BY: Parks and Recreation Director Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution approving the grant application for tree planting funds through the Watershed, Wildlife and Parks Improvement Bond Act of 2000 (Proposition 12). BACKGROUND INFORMATION: The California Department of Forestry and Fire Protection administers a tree planting grant funded by the Watershed, Wildlife and Parks Improvement Bond Act of 2000, also known as Prop 12. This competitive grant provides funds to assist agencies in the purchase, labor, and initial maintenance of planting trees. Up to 75% of project costs are covered under this grant. Public Works and the Parks and Recreation departments recently conducted an ACRT tree inventory and completed a tree maintenance plan that identified annual tree planting needs within the city. The plan identifies an annual need of 70 trees in Parks and Recreation facilities and 220 throughout city streetscapes. The City will request funds for 300 trees and will have until March 1, 2006 to complete the project. These trees are to be planted on boulevard strips, tree wells and throughout city parks. Staff estimates this round of tree planting to cost $30,000 of which, if successful, $22,500 will come from grant funds. The remaining balance will come from operating accounts and/or in-kind donations from community groups. FUNDING: None Roger Baltz Parks and Recreation Director cc: Gity Attorney Prepared by Susan Biork, Management Analyst Marlinda Devera, Management Analyst APPROVED: -- City Manager 03111103 RESOLUTION NO, 2003-41 A RESOLUTION OF THE LOO) CiTY COUNCIL APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE WATERSHED, WILDLIFE, AND PARKS IMPROVEMENT BOND ACT OF 2000 (PROPOSITION 12) FOR CITY-WIDE TREE PLANTING FOR FISCAL YEAR 2003/04 WHEREAS, the Governor of the State of California, in cooperation with the California State Legislature, has enacted Proposition 12, which provides funds to the State of California and its politicai subdivisions for urban forestry programs; and WHEREAS, the State Department of Forestry and Fire Protection has been delegated the responsibility for the adminstrafion of the program within the State, setting up necessary procedures governing application by local agencies and non-profit organizations under the program; and WHEREAS, said procedures established by the State Department of Forestry and Fire Protection require the applicant to certify by resolution the approval of application before submission of said application to the State; and WHEREAS, the applicant will enter into an agreement with the State of California to ca" out a tree planting project. NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council as follows: 1. Approves the filing of an application for "Proposition 12" tree planting grant program funds; 2. Certifies that said applicant has or will have sufficient funds to operate and maintain the project" 3, Certifies that funds under the jurisdiction of the City of Lodi are available to begin the project; 4. Certifies that said applicant will expend grant funds prior to March 1, 2006; and 5, Appoints H, Dixon Flynn, City Manager, as agent of the City of Lodi to conduct all negotiations and execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests and so on, which may be necessary for the completion of the aforementioned project, Dated: March 19, 2003 I hereby certify that Resolution No. 2003-41 was passed and adopted by the City Council of the City of Lodi in a regular meeting hold March 19, 2003, by the following vote: AYES, COUNCIL MEMBERS — Beckman, Hanson, Land, and Mayor Hitchcock ABSENT: COUNCIL MEMBERS — Howard ABSTAIN: COUNCIL MEMBERS ® None SUSAN J.
