Public Works Director RECOMMENDED ACTION: That the City Council approve the Lodi Kiwanis Club proposal to reconstruct the City Hall parking lot planter at the northwest corner of Pine and Church Streets, BACKGROUND INFORMATION: In 1980/81, the Lodi Kiwanis Club built and donated to the City the landscaping and planter at the northwest corner of Pine and Church Streets. The view of the corner is highlighted by the large carob tree centered in the brick planter. Unfortunately, carob trees are noted for their surface roots, and over the years, the roots have severely damaged the planter and the adjacent concrete flatwork. City forces have ground the uneven concrete several times, but the proper solution is for the tree, the planter and adjacent concrete to be replaced. However, the cost of this work and concern for the likely removal of the tree have delayed action on this. (Note, the concept plans for the future parking Structure on this block do not disturb this corner.) The Lodi Kiwanis Club has recently offered to redo the planter and has developed a plan that would significantly enlarge the planter by removing the adjacent concrete and connecting the planter to the planters at the front and rear corners. A variety of plants would be installed in the new planter, along with irrigabon. modifications, This arrangement would still allow seating on the edge of the planter and more room for the tree but would not allow pedestrians to walk through area as is possible now. The Club is requesting that the City handle demolition and removal and provide fill dirt, which the Public, Works Department is prepared to do. The new planter would be professionally built, and Club members would handle the fill, irrigation and landscape work. An alternative to the proposed plan would be to remove the carob tree, rebuild the existing design and plant a new, more suitable tree for the location.
