HomeMy WebLinkAboutAgenda Report - March 5, 2003 E-09u;m COUNCIL COMMUNICATION AGENDA TITLE: Adopt Resolution Amending Traffic Resolution 97-148 by Approving Multi -Way Stop Controls at Century Boulevard and Mills Avenue MEETING DATE: March 5, 2003 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution amending Traffic Resolution 97-148 by approving the installation of multi way stop controls at the intersection of Century Boulevard and Mills Avenue (Exhibit A), BACKGROUND INFORMATION: The Century Boulevard and Mills Avenue intersection has been studied based on requests for multi -way stop signs and improved pedestrian crossing, as well as speeding -related problems on Century Boulevard near Mills Avenue. The residents living at the corner are also concerned with vehicles making fast turns onto Mills Avenue from Century Boule vard. Based on these concerns and the pace of surrounding development, a traffic study was performed. In reviewing collisions, traffic Volumes, speeds, and average delay, the intersection almost meets State guidelines for multi -way stop signs. since 2000, there have been two right-angle accidents, one occurring since the extension of Mills Avenue to Harney Lane. Traffic volumes are about equal (40/60 percent split) on both streets indicating this intersection is a good candidate for multi -way stop control. Given the development of four subdivisions, a city park, proposed school site, and planned extension of Century Boulevard to Lower Sacramento Road, traffic volumes on both Century Boulevard and Mills Avenue will substantially Increase. Staff recommends installing the multi -way stop now rather than waiting. This intersection will be monitored in the future for a potential traffic signal location.
