to the California Energy Commission; accepting the BIAS grant award ($21,733) relating to the
purchase and installation of uninterruptible power supply system for traffic signals; and
authorizing the City Manager to execute the necessary documents ( UD)

RECOMMENDED ACTION: That the City Council adapt a resolution approving the submittal of a Battery Backup
System (1313S) grant application to the California Energy Commission (C C);
accepting the BBS grant award of $21,733, relating to the purchase and installation of
uninterruptible power supply systems for traffic signals; and authorizing the City
Manager to execrate the necessary documents,
BACKGROUND INFORMA `I ;i : In the spring of 2001, the City of Lodi investigated the possibility of installing
battery back up systems in numerous traffic signals throughout the
community. The research and investigation was a direct response to the
California energy crisis, and the potential for rolling energy blackouts in Dodi.
In the event of a rolling blackout, traffic signals in Lodi that had been retrofitted with a battery back uta system: would
continue to operate, thus reducing the impact on motorists and pedestrians in those given intersections. Based upon
traffic flown and traffic volume, it was determined that nineteen (19) traffic signal intersoctions around Lodi would be the
first such Intersections to be retrofitted with a BBS, Having received City Council approval in April of 2001, the
identified 19 intersections were retrofitted by dune of 2001 with the BBS and related materials.
In late 2001, the California Entergy Commission invited interested electric utility representatives and other local
municipal officials to serve can a task farce to recommend how state -approved grant dollars would be allocated to
communities that had installed BBS in traffic signal intersections (Lodi's representative was Rob Lechner from the
Electric Utility Department).
Once the eligibility criteria was established, communities throughout the state were able to submit an application
packet for a designated rebate amount. The City of Lodi has submitted its application, and pending approval of this
resolution, will be awarded a grant in the amount of $21,7:33 (nate: the total cost to the city for installing BSS at
nineteen traffic signal intersections moos $77,500). By way of a resolution, the Lodi City Council also": appl°oves the
acceptance of the BBS grant award relating to the purchase and installation of uninterruptible power supply systems
for nineteen traffic signal intersections, and authorizes the City Manager to execute on behalf of the City of Lodi all
necessary documents to implement and carry out the purpose of this resolution to successfully complete the BBS
installations.
The 1313S project was a partnership involving staff from the Electric utility and Public Works departments, ents, City of Lodi
staff respectfully recommends approval of this resolution to ensure t t ho pre-appr`ov Stets of California grant (as

traffic signal intersections, and
WHEREAS, once the eligibility criteria were established, communities throughout the
state were able to submit an application packet for a designated abate amount. The City of
Lodi has submitted its application, and pending approval of this resolution, will be awarded a
grant in the amount of $21,733; and
WHEREAS, staff recommends that the City Council approve the acceptance of the BBS
grant award relating to the purchase and installation of uninterruptible power supply systems for
19 tr affic signal intersections, and further recommends authorizing the City Manager to execute
all of the necessary documents to implement and carry out the purpose of this resolution to
successfully complete the BBS installations on behalf of the City of Lodi.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby accept
the BBS grant award relating to the purchase and installation of uninterruptible power supply
systems for 10 traffic signal intersections; and
E IT FURTHER RESOLVED that the City Manager is hereby authorized and directed
to execute all necessary documents to implement and carry out the purpose of this resolution
to successfully complete the BBS installations on behalf of the City of Lodi.
