At this time two major. components of the heater are beyond repair and must be replaced. Both of these components have been cleaned and repaired a number of times in recent past. Thee components are the heat exchanger and the burner tray shelf. By the time we replace both pomp nents and address other issues such as interior sheet metal heat fatigue we would be spending more than half the cost of a new replacement heater. Based on information collected from the manufacture's manual, it appears that the current heater unit AP -1010 is not adequate for heating the pool on a Nearly year round schedule. The replacement heater will allow for year round scheduling of the pool if required, From staff research we have determined that the replacement heater must be a larger unit, allowing the unit to work. more efficiently and more economically. Staff is recommending a beater unit AP -1825 as a replacement, The larger unit will require staff to enlarge the concrete pad and chainlink fencing area to accommodate the larger unit. These additional casts are reflected in the estimate for the project. Staff is charged with having En e Pool available for use by May 1, 2003. Per Purchasing Agent Harris code 3.20.070 provides for Council to bypass the bid process if it is determined to be in the hest interest of the City. Staff is recommending that due to the remaining time available to complete this project Council approve this request. Flynn -- City Manager I 42111 RESOLUTION NO, 2003-29 WHEREAS, Lodi Municipal Code §3.20,070 authorizes dispensing with bids for purchases of supplies, services, or equipment when it is in the best interest of the City to do so; and WHEREAS, staff has been experiencing costly and time consuming repairs to the Enze Pool heaters; and WHEREAS, several pool heater technicians have evaluated the heater problems, and at the present time, two major components are beyond repair and must be replaced; and WHEREAS, staff has determined that the replacement heater must be a larger unit, allowing the unit to work more efficiently and more economically; and WHEREAS, the larger unit will require enlarging the concrete pad and chain link fencing, which costs have been included in the estimate for the project. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi does hereby authorize staff to advertise and obtain informal quotes for the urgent purchase and ;nstallation of a swimming pool heater for En Pool at Blakely Park, 1050 S. Stockton Street, and authorizes the City Manager to award the bid; and BE IT FURTHER RESOLVED that funds in the amount of $26,000,00 be appropriated for this project.
