Handicap Accessible Pedestrian/Bicycie Corridor Project to the 2002103 Lodi House Project
and the 2001/02 Women's Center Project

RECOMMENDED ACTION: That the City Council adopt a Resolution to reallocate a portion of the CDBG funds
from the 2002103 Lodi Lake Handicap Accessible Pedestrianfflicycie:Corddor
Project (No. 02-16) to the 2002/03 Lodi House Project (No. 02-08) and the
2001/02 Woven's Center Project (No. 01-05).
BACKGROUND INFORMATION: 'The City Council had allocated $208,239,00 to the Lodi Lake Project.
Those funds were to be used to cover one-half of the total project cost,
estimated to be at least $364,525.00, which addressed the handicap
accessibility portion of the project.
Bids were received on January 15, 2003, and the lowest responsive bid received at that time was in the amount of
$192,745.00. With CDSG funds being eligible to pay for only one-half of this project, this made approximately
$108,000.00 of the projectfunds available for reallocatiQn. This comes at a time when two previously funded
projects are seeking additional funding to cover additional needs and to allow projects to be completed.
The Lodi House Project was awarded $10.000 in the 2002/03 program year for improvements in the basement and
replacement of the fence around the children's playground, They managed to have all that work done and still have
a balance of approxmately $5000 remaining. At that same time, they discovered that their playground equipment
had started to break and was in desperate need of replacement. With the assistance of the Parks & Recreation
Department, Lodi House has located an appropriate replacement set which would fit into that existing space and
provide adequate fall zones for the children's safety and to protect Lodi House from certain liabilities. Lodi House
has also received a quote for the installation of the poured in place surfacing to provide handicap accessibility and
easier maintenance. The total for that expanded project is $29,393.39. Therefore, an additional $25,000 is needed
to complete their funding.
The Women's Center Project was awarded $9,000 in the 2001102 program year for a new roof for their Lodi office,
which equaled the quotes that were received which they based their application for funding on. When they
contacted contractors for doing the work, they found that no contractors were willing to do the project for that
amount, due to the additional paperwork that was necessary for a CDBG-funded project. They have subsequently
found a contractor who is willing to do the project with a project cost of between $15,000 - $17,000, Therefore, an
additional $8,000 is needed to complete their funding

It is therefore rerommended that the. City Council reallocate the following amounts from the Lodi Lake Handicap

$25,000 to the Lodi House Project (No. 02-08)
$8,000 to the Women's Center Project (No. 01-05)

WHEREAS, those funds were to be used to cover one-half of the total project post
estimated to be at least $364,525.00, which addressed the handicap accessibility portion of the
project, and
WHEREAS, the bid opening for the Lodi Lake Handioap Accessible Pedestrian/Bicycle
Corridor Project was held on January 16, 2003; and
WHEREAS, EAS, the low bid received was in the amount of $192,745.00, and with the CDBG
funds only being eligible to pay for one-half of this project, this leave $103,000.00 of the
project funds available for reallocation; and
WHEREAS, two previously funded projects requested additional funding to cover
additional needs, thus allowing the projects to be completed, and
WHEREAS, staff recommends reallocating additional funds as follows,

NOW, , TIE E ORE, BE IT RESOLVED that the City Council of the City of Lodi dues
hereby approve reallocating funds to the Women's Center project as shown above.
