AGENDA TITLE-. Adopt resolution authorizing the purchase of a surveillance receiver/recorder
system (Asset Seizure funds $5,750) (PID)

RECOMMENDED ACTION: That the City Council adopt a resolution authorizing the purchase of a surveillance
receiver/recorder system.
BACKGROUND INFORMATION: The Special Investigations Unit needs a dependable and up-to-date
surveillance system in order to conduct safe and successful undercover
operations.
The Special Investigations Unit conducts undercover operations throughout the year. These operations involve
undeccave( officers posing as prostitutes, massage parlor patrons, and park dwellers. SIU detectives, also utilize
informants to purchase narcotics. A surveillance system is always in place when any of these operations take place.
The system records what transpires. The system also ensures that other officers can monitor the decoy officer or
informant's situation and respond immediately if they are in danger.
The current surveillance system was purchased over eleven years ago. The "body Wire,'T a transmitter that is secured
to the office r1info rma nt, Is in such poor condition that it is held together by surgical tape. The transmitter is unreliable
and often has to be adjusted by the officer/informant while they are awaiting the arrival of the suspect. Since the
officer/informant is not in radio contact with the officers, the officers often have to break cover and risk detection in
order to communicate with the office r/i nforman t. The receiver, the part that records the conversations between the
offir-erlinformant and the stispect(s), is also over ten years old. The receiver's reception is poor. This detracts from the
evidentiary value of the recordings and poses officer safety concerns.
The deteriorating condition of the current surveillance system prevents certain operations due to concerns for officer
safety. We recommend purchase of The Law Enforcement Associates surveillance receiver and transmitters as they
are compatible with the rest of the Special Investigations Unit equipment, They are programmable and have high
power outputs and extended audio ranges.
FUNDING' $5,750.00 (includes 7.75% tax and shipping) from Asset Seizure funds,

WHEREAS, the Special Investigations Unit conducts undercover operations involving
undercover officers posing as prostitutes, massage parlor patrons, and park dwellers, as well
as utilizes informants to purchase narcotics; and
WHEREAS, a surveillance system is utilized in all undercover operations; and
WHEREAS, the surveillance system records what transpires, ensures that other officers
can monitor the decoy officer or informant's situation, and be able to respond to any immediate
danger; and
WHEREAS, the current surveillance system was purchased over eleven years ago and
has deteriorated to a point where it prevents certain undercover operations due to concerns for
officer safety; and
WHEREAS, staff recommends the purchase of The Law Enforcement Associates
surveillance receiver and transmitters using Asset Seizure funds, as they are compatible With
the rest of the Special Investigations Unit equipment, are programmable, and have high power
outputs and extended audio ranges.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the purchase of surveillance receiver/recorder system utilizing $5,750.00 from Asset Seizure
funds.
