HomeMy WebLinkAboutAgenda Report - February 19, 2003 D-03dCITY OF LoWt COUNCIL COMMUNICATION AGENDA TITLE: Presentation of the City's Compliance of the AB939 Diversion Mandate MEETING DATE: February 19, 2003 PREPARED BY: Public Works Director RECOMMENDED ACTION: At this meeting, a member of staff will present to the Council information regarding the City's compliance of AB939. Staff would also like to thank Central Valley Waste Services (CVWS) for their support and help in achieving the state -mandated diversion goal. A representative from GVWS will also be present to say a few words. BACKGROUND INFORMATION: The California Integrated Waste Management Act of 1989 (A 939) established specific mandates on jurisdictions to divert at least 50% of the waste stream from landfills. Each jurisdiction was to accomplish this by recycling, source reduction, and composting. Each jurisdiction was required to prepare and implement plans to achieve the 50% diversion by the year 2000. Those jurisdictions that do not meet the mandate face penalties of up to $10,000 a day. The City has put into place marry programs to assist in meeting this mandate. The City's three -cart system for waste removal has helped to foster the importance of recycling, as well as make it a much simpler process. The 'pay as you throw" rate structure encourages everyone to recycle by making the rate much more expensive for those who do not. The City's participation in the Landscape Management Outreach Program also educates the community about composting, mulching, and other ways landscapers can divert waste from the 'landfill, The City continues to find new ways to divert waste from our landfill and educate others how to as well, At the January 14-15, 2003, Integrated Waste Management Board meeting, the City's diversion rate was approved at 51%, and the mandate of A 93 was met. Central Valley Waste Services played an important part in the process, Central Valley Waste Services took it upon themselves to hire a consultant specializing in this area. The consultant performed a detailed analysis of the City's waste stream and calculated our diversion rate for the mandate. This was a lengthy, time-consuming task that needed to be performed, and thanks to the help of Central Valley Waste Services, the City was able to meet the mandate of AB939. The City also recognizes Frank C. Alegre Trucking for their cooperation in reporting the tonnage hauled by them in 2000, Their cooperation greatly assisted the City in meeting its diversion ,requirements. The City must now continue to keep its diversion rate above the 50% mark until any further mandates are esiabhshed. FUNDING: None required, Richard C.
