BACKGROUND. The City of Lodi entered into an agreement with the Lodi Boys
and Girls Club on March 13, 2002, in which the City would
advance funds to the Club for administration of an after
school program at New Hope School in Thornton, The Club would submit claims to the City for
expenses incurred and the City would, in turn, submit claims to the Human Services Agency of San
Joaquin County for reimbursement, In short, the City of Lodi acts as fiscal agent for the $99,997
grant funded program.
As of December 31, 2002, the City had advanced $79,997,46 to the Club and the Club had
submitted $80,590.48 in claims to the City. The Lodi Boys and Girls Club suspended services to the
site as of January 15, 2003, The City will reimburse the Club for expenses incurred during the final
two weeks of operations. A claim from the Club is pending.
Approximately $11,000 in unused appropriation from the grant will be available for use before the
term ends on May 31, 2003. New Hope School Administrators would like access to those funds in
order to continue a program at the site, This assignment would allow for the continuation of the
program.

AFTER SCHOOL, PROGRAM AGREEMENT
(NEW HOPE SCHOOL-THORNTON)
This Assignment Agreement ("Assignment) dated 2003 is entered
into between the City of Lodi, a California Municipal Corporation ("City") and the Lodi
Boys and Girls Club ("Club"), Human. Services Agency of San Joaquin County
("County") and New Hope School,

Club assigns its rights and duties under the After School Program Agreement
(`Agreement') to New Hope School. New Hope School accepts the assignment and
agrees to perform and accept all rights and obligations set forth in the Agreement. City
consent and County consent to the assignment,

NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby
approve assignment of the Lodi Boys and Girls Club's Rights and Obligations under the
After School Program Agreement between the City of Lodi and the Lodi Boys and Girls
Club to New Hope School.
