AGENDA TITLE, Adopt a resolution awarding the contract for security at Hutchins Street Square to
Windwalker Security Patrol of Thornton.

RECOMMENDED ACTION: Adopt a resolution awarding the contract for security at Hutchins
Street Square to Windwalker Security Patrol of Thornton.
BACKGROUND INFORMATION: Due to the high volume of after-hours rentals at Hutchins Street
Square security services were contracted for through the RFP process
in 1998. The security firm selected at that time was recently released
from service due to various reasons including an increase in costs
above the odginal agreed upon pricing/cost.
Staff recommended that a new request for proposal be prepared and distributed to solicit bids for services
and to determine current market costs.
In rta,5ponse to the RFP, two bids were received; from Windwalker Security Patrol of Thornton, and from
Comprehensive Security Services, Inc. of Sacramento.
After evaluating both proposals to determine compliance with specifications as outlined in the RFP and
considoring hourly costs, Windwalker Security Patrol of Thornton was determined to serve the needs of
Hutchins Street Square and it's clients best.
None. Security costs are billed to the individual/agency/organization
using/renting the Hutchins Street Square facilities.

WHEREAS, requests for proposals (RFP) for security services at Hutchins Street
Square were prepared and distributed to solicit bids for services and to determine current
market casts; and
WHEREAS, in response to the RFP, two bids were received from Windwalker
Security Patrol, of Thornton, CA, and from Comprehensive Security Services, Inc., of
Sacramento, CA; and
WHEREAS, because security costs are billed directly to the individual, agency, or
organization utilizing/renting the Hutchins Street Square facilities, there is no cast to the
City of Lodi; and
WHEREAS, after evaluations ot both proposals to determine compliance with
specifications as outlined in the RPS', and hourly casts, it was determined that Windwalker
Security Patrol, of Thornton, California, met the needs of Hutchins Street Square and them`

NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that ri. award ;
the bid for security services at Hutchins Street Square be and the same is hereby i
