HomeMy WebLinkAboutAgenda Report - December 17, 2003 E-04AGENDA ITEM EO$ &1&% CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Approve Plans and Specifications and Authorize Advertisement for Bids for Traffic Signal and Street Lighting Improvements at Lodi Avenue and Mills Avenue, and Signal Interconnect System on Lodi Avenue; and Adopt Resolution Authorizing the City Manager to Award the Contract and Appropriate Funds ($452,000) MEETING DATE: December 17, 2003 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council approve the plans and specifications for the above project, authorize advertisement for bids, and adopt a resolution authorizing the City Manager to award the contract and appropriate funds. BACKGROUND INFORMATION: The project includes installing a traffic signal and street lighting at the Lodi Avenue and Mills Avenue intersection and a signal interconnect system on Lodi Avenue from Mills Avenue to Central Avenue. As part of the interconnect system, the Church Street and Lodi Avenue signal will be modified to include left turn phases (arrows) on Lodi Avenue. In addition, two signal cabin et/control lers will be upgraded to accommodate the system. The purpose of the interconnect system is to provide a coordinated system while reducing delay and improving traffic congestion during peak periods. This project will provide the tools necessary to implement the coordinated system. On July 19, 2000, Council approved the City's Signal Priority Study. The Lodi Avenue and Mills Avenue intersection is one of the fourteen intersections on the Signal Priority Study List. The list and current status of each intersection is shown on Exhibit A. (Note that the score ranking is based on a previously -approved method and is for comparison purposes only. Based on funding opportunities, adjacent development and Council preference, actual construction sequence may change.) At its February 7, 2001, meeting, Council authorized the City Manager to execute a professional services agreement with Y & C Transportation Consultants, Inc., to design this project. The plans and specifications for the project have been ready for Council's approval since 2001; however, federal funding was not available until now. Required environmental studies have been completed. The State of California Department of Transportation recently authorized Congestion Mitigation and Air Quality (CMAQ) funds for this project. Staffs request is for Council to authorize the City Manager to award the project up to $452,000. Based on actual bids, if additional funds are needed, this item will be brought back to Council for approval to award and appropriate funds. The plans and specifications are on file in the Public Works Department. FUNDING: The project estimate is $452,000 and includes project construction and contingency costs. The funding source is CMAQ funds (maximum of $310,000), Local Streets Impact Fees, and Transportation Development Act funds.
