HomeMy WebLinkAboutAgenda Report - December 3, 2003 I-02AGENDA ITEM 1-02 t1k CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Discussion And Action Regarding The Creation Of A Mayor's Greenbelt Task Force And Appointment Of Its Members MEETING DATE: December 3, 2003 PREPARED BY: Mayor Susan Hitchcock RECOMMENDED ACTION: That the City Council discuss and take action regarding the creation of a Mayor's Greenbelt Task Force and appointment of its members. BACKGROUND INFORMATION: The Greenbelt Task Force will identify ways to maintain a community separator and preserve agricultural land/open space between Lodi and Stockton. Task force members will consist of twelve members of the Lodi community and one Planning Commissioner, all with an interest in the preservation of farmland and the creation of a community separator. Committee members will work with the Community Development 1 Planning Director and staff to explore alternatives and make a recommendation to the City Council for the creation of a community separator between Lodi and Stockton. It is recommended that the function and purpose of the Mayor's Greenbelt Task Force, as well as a general time frame for reporting back to Council, be formalized in a resolution. Members of the task force, who represent a diversity of backgrounds and perspectives, will be presented to the City Council as a "blue sheet" item on December 3. FUNDING: None required. To Whom It May Concern, In response to the Lodi News Sentinels recent series of articles on the potential establishment of Greenbelts surrounding the City of Lodi and Mayor Hitchcock's proposal to form a task force, the Board of Directors of the Lodi District Grape Growers Association took the position of opposing the establishment of a Greenbelt zone unless such an effort could guarantee that: 1. Farmers are fairly compensated for property acquired to create a Greenbelt; 2. That a potential Greenbelt be established by the acquisition of property from willing sellers; 3. That the cost of acquiring property to establish a potential Greenbelt be borne by all who would benefit (i.e. all San Joaquin County Residents) and not unfairly impose upon farmers, new homeowners, or any other select group; 4. That the establishment of a potential Greenbelt be made in an equitable manner preserving the interests of other properties effected by the determination of a Greenbelt property and requiring that "Greenbelt" properties are annexed into the city. Sincerely, Bruce Fry President Lodi District Grape Growers Association WHEREAS, the. goal of a Community Separator / Greenbelt Task Force is to create agreenbelt community separator to preserve capon space and agricultural farmland between the cities of Lodi and Stockton; and WHEREAS, the objective is to explore and investigate a variety of models available as utilized in other cities to accomplish the separator and open Space and to make a recommendation to the Lodi City Council of what it thinks would work best from among the alternatives; and WHEREAS, the Community Separator f Greenbelt Task Farce will consist of 19 members 0 5 selected by Mayor. Hitchcock, and four additional members to be appointed subsequent to the December 3, 2003 action); and WHEREAS, at the second meeting of the committee, the Task Force members shall elect a chair and price chair, and WHEREAS, the Task Force will meet monthly or twice monthly as determined by the committee' to review the various captions available for obtaining the community separator greenbelt: The Community Development Department, under the direction of the Community. Develdpment Director, will facilitate the process of providing all of the various options to assist the committee in meeting its goal; and WHEREAS, the. term of the appointed task force members will end when a recommendation is made to the City Council and the Council deems there is no further need.for the committee, NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that it hereby establishes a Mayor's Community Separator / Greenbelt Task Force and that the following 15 individuals are appointed to the Task Force: Cliff Bradshaw Ann Cerney Christina Cross Mark Chandler Jasbir Gill Katelin Grant Rete Het.zner Susan Hite hcock Patrick Johnston Robin Knowlton Bob Lauchland Robert Matthias Pat Patrick Dave Phillips Randy Snider BE IT FURTHER RESOLVED that each Council Member shill be allowed to make one additional appeintment (fear a total of 10 members) to the Task Pearce; and RE IT FURTHER RESOLVED that other interested parties will be asked to provide input and address concerns to the Task Force.
