AGENDA TITLE: Identify and Approve Two Priority Projects for Submittal to the San Joaquin
Council of Governments (COG) for the Annual "One Voice" Visit to
Washington, D.C.
MEETING DATE: December 2, 2003

RECOMMENDED ACTION: That the City Council discuss various City proposed projects and
approve two projects for submittal to the San Joaquin Council of
Governments (COG) for the annual "One Voice" visit to Washington,
D.C.
BACKGROUND INFORMATION: The City of Lodi is invited to participate in COG's 5th annual "One
Voice" legislative visit to Washington, D.C. This year, the lobbying
effort will take place Sunday March 21 to Friday March 26, 2004 and
will include regional political and business leaders from San Joaquin County. As part of the legislative
visit, COG is soliciting proposed projects which are in need of funding yet have some type of local match.
The City Council, with staff input, must identify and approve the submittal of two projects for COG's
consideration. The list of projects identified thus far by staff includes:
1. Fire Station 2
2. Pistol Range and Joint Training Facility
3. Lower Sacramento Road Improvements south of Kettleman Lane
4. Lodi Animal Shelter
5. Old Public Safety Building Remodel
Staff will be prepared to discuss the aforementioned projects and will be available to answer questions
during the December 2, 2003 Special Meeting.

Your participation in San Joaquin One Voice is instrumental for our continued
success. One Voice strengthens our ability to be heard as a unified delegation at the
federal level. In an April 1,2003 Stockton Record article, Congressmen Pombo and
Cardoza stated: "The One Voice trip is a great asset to both of us. It helps us do our
jobs more effectively."
We are once again putting together a regional list of legislative priorities. Working
with your staffs, please prepare your top two priorities that you wish to be
considered for the regional list. The Council of Governments Board plans to review
the list within the coming months.
We request that your staff complete the attached form and submit your requests to
our office no later than December 12, 2003. Please mail the forms to our new
address at 555 E. Weber Avenue, Stockton, CA 95202, attn: Susan Filios. Or, if

Keep in mind that we need each section answered completely, and we may be
calling for additional clarification. It is important that we provide complete
information about our projects, particularly the description and local/state
contributions that will be applied to the project, as this information is critical when
federal funding decisions are being made.
Our 2004 trip is scheduled for March 21 — 26, 2004. Please save these dates if you
plan to participate this coming year. Should you have any questions, please contact
