HomeMy WebLinkAboutAgenda Report - November 5, 2003 Public CommentContinued November 5, 2003 _MOTION / VOTE: The City Council, on motion of Council Member Hansen, Land second, unanimously authorized the City Manager to execute a contract with Lodi-Tokay Rotary Club for the 5 Annual Celebrate Lodi Kids' Night Out to be held on December 31, 2003, in the amount of $18,000. F. COMMENT5 BY THE PUBLIC ON NON -AGENDA ITEMS Virginia Lahr stated that she invested over $5,000 and four years into developing a home daycare business. She had six full-time and two part-time children, but recently dropped to two full-time children and one part-time, due to parent's safety concerns. She voiced the following complaints: ➢ A group of teenagers were seen traveling down the street hitting windows on cars; ➢ Between 3:00 to 3:30 p.m., she had her daycare children outside riding bicycles and she saw gang members at Washington and Elm Streets firing weapons in a westerly direction while looking east; ➢ At 3:45 p.m., she witnessed a dark green Plymouth Voyager stop in front of her home and 10 to 15 teenagers armed with baseball bats exited the vehicle; ➢ Speeding occurs on Elm Street; and Hale Park is not being cleaned sufficiently, the sandbox is full of weeds, and on three mornings she saw people sleeping there, Ms. Lahr stated that there are more than 400 documented gang members in Lodi and asked if there are any full-time Police Officers assigned to address this problem. Mayor Hitchcock stated that Ms. Lahr's concerns would be referred to the appropriate departments for response. Council Member Hansen stated that Ms. Lahr left him a voice mail message regarding this issue and he referred it to Police Chief Adams. He later followed up on the matter and was told that a Police Officer spoke to Ms. Lahr, the Police Department now has a stronger presence in the area, and the gang unit is aware of the problem. Mr. Hansen noted that he also received information from a citizen who was concerned about gang activity at the theater. Ms. Lahr acknowledged that she spoke with Detective Scott Powell; however, she did not notice any more police presence than usual. She commented that the house at 318 E. Elm Street is overpopulated and has trailers in the backyard that are being occupied. She stated that Community Development is aware of the matter and is attempting to correct it. Bob Asklof stated that he had been involved with the Boosters of Boys and Girls Sports (BOBS) since 1981 and has served as coach, referee, and administrator. In addition, he is the Commissioner and serves on the Board of Directors for the District 8 California Youth Soccer Association, which includes nine counties in the Central Valley and foothills and has 26,000 players, He stated that the fees in Lodi are 50% lower than other areas and attributed this to the work of the BOBS organization. He estimated that BOBS is saving taxpayers $200,000 to $300,000 a year, due to its volunteer and fundraising efforts. • Toni Jump stated that she has been involved with BOBS for the past nine years as a parent and coach. She supported the organization and believed it makes a significant contribution to the community with its volunteer hours and fundraising. • Karen Hutz-DeJong stated that she served for five years as a BOBS board member. She voiced support for the organization and her husband, Blaine DeJong, BOBS President. She read the following statement, which she believed was a definition of a BOBS Board Member: "One who serves with his or her own free will. One who gives help, does a service, or takes an obligation or deed without pay. In the process they give up their family time in order to serve the youth without asking anything in return." Ms. Hutz-DeJong noted that she provided Council with a packet of information (filed). She recalled that former Parks and Recreation Director Ron Williamson said that there was not another organization in the United States like 4 Continued November S, 2003 BOBS, who keeps fees down, raises money, and has scholarships for youth who could not otherwise afford to participate in sports programs. She stated that the City cannot afford to lose BOBS or control it and asked who would oversee the youth sports programs in Lodi without it. G. PUBLIC HEARINGS G-1 Notice thereof having been published according to law, an affidavit of which publication is on file in the office of the City Clerk, Mayor Hitchcock called for the public hearing to consider Reimbursement Agreement RA -03-02 establishing an Area of Benefit and reimbursable costs for public improvements for Tienda Place, Unit No. 1, Tract No. 3141. Wally Sandelin, City Engineer, explained that the public hearing is for the purpose of considering the reimbursement agreement and establishing an area of benefit for Tienda Place Unit 1 that would address reimbursable costs for public improvements constructed under the agreement for that subdivision, The project is located south and west of the Woodbridge Irrigation District canal and north of Kettleman Lane. The improvements constructed generally lie on the west side of Lakeshore Boulevard. The developer has requested this reimbursement agreement. The property owner has been notified and submitted a letter accepting the proposal. Hearina ODened to the Public None. G-2 Notice thereof having been published according to law, an affidavit of which publication is on file in the office of the City Clerk, Mayor Hitchcock called for the public hearing to consider Reimbursement Agreement RA -03-03 establishing an Area of Benefit and reimbursable costs for public improvements for 1816 Tienda Drive (APN 031-040-39), a portion of the former parcel known as 1811 West Kettleman Lane. Wally Sandelin, City Engineer, reported that 1811 West Kettleman Lane was divided to create a new home site. As a condition of that parcel map, water and storm drainage improvements were required to be installed to serve 1811 and 1833 West Kettleman Lane. In conjunction with the City's gap closure project, a sewer main was constructed at the properties, because in the course of widening Kettleman Lane their leach fields had been removed. The funding for the Kettleman Lane gap closure paid for the sewer service to the two affected parcels. The applicant and the resident of 1816 Tienda Drive has requested that Council establish the reimbursement agreement and benefit zone to recapture the benefit of the improvements constructed in the form of water and storm drainage improvements to the two parcels on West Kettleman Lane. Margo stated she has talked to him time and again and eve;rytime his answer if he didn't like a rule he would not obey it. I called 4 different parents on his team and 3 agreed that he does it his way and not by the league rules. One parent thought it was OK because her child played full games. I told Margo that I would meet with him on Saturday. After trying to talk to Ron I could see he was not going to follow the league rules. Ron - Yelling at Margo and myself Ron - Verbal Abuse Ron - in my opinion out of control My last statement to Ron was one of the league rules, you must play each player at least 112 of each game and if he could not do this I would have him removed from coaching. The discussion went on and on, not positive at all from Ron. In my opinion Ron Bersconi should not, for any reason, be a coach for Lodi Youth Soccer. Stockton Street 1 Lodi, California 95240 Telephone (209) 333-87422 I was present at the 1997 Soccer Mini -Season tryouts which were held during the last week of November, 1997 when a display was put on by Ron Bernasconi which was not becoming of a parent, much less a B.O.B.S. Youth Sports Coach. I was coordinating the sign-ups and registration for the Boys under -10 Bill Meyer Mini Season Soccer League when a parent , Ron Bernasconi, wanted to sign-up his son (who was an under -9 soccer player). It was clearly advertised that we were accepting only those boys who played in the recreation league under -10 program to try out for the Bill Meyer Mini Season League because we had a shortage of qualified coaches. Mr. Bernasconi was very argumentative with myself, fellow B.O.B.S. Board Member Karen Hutz (Lodi Youth Soccer, President) and Margo Cook (a Lodi Youth Soccer Committee Member)..AII of us present tried unsuccessfully to explain to Mr. Bernasconi why we were allowing only under -10 boys to attend the tryouts. In my opinion the type of behavior Mr. Bernasconi displayed during the tryouts is not acceptable for a B.O.B.S. Youth Sports Coach. Instead of causing a public spectacle of himself, he should have calmly disgust his concerns with myself and the other two committee members present. But instead he harassed Margo Cook to the point of tears. After the incident, another parent, who was familiar with Mr. Bernasconi's coaching history, made the comment to me that if Mr. Bernasconi was the coach, his son would not play. Respectfully submitted Blaine J. eJong, B.O.B.S. Executive Board Member Lodi Youth Soccer Committee Member September 14, 1999 Dear Mr. Alexander, My name is Paul Schreiner. At the beginning of soccer season, I contacted you by phone to discuss some concerns I had about my son's coach, Ron Bernasconi. I mentioned that he didn't contact us to let us know that our son, Kevin, was on his team. My wife found out from another parent that Kevin was on the team and that they'd already had two practices. So I went to the practice fleld to talk to the coach. Mr. Bernasconi told me that he called all the players and left messages on some machines, We don't have an answering machine, but we were home on the weekend when he said he made the calls. We have never had a coach not be able to contact us before. I got the practice information from the coach and we had our son at the next practice. It was about this time when I called you about the possibility of having my son transferred to a different team. I explained that I had a problem with Mr. Bernasconi going back four years when I was coaching my son's soccer team. Some friends of ours, Terry and Tina Miller, had their son on Mr. Bernasconi's soccer team that year. They shared with us at the time that the coach was not giving their son, Travis, very much playing time. They knew that each child was supposed to play at least half of each game and their son was only playing a few minutes. When they discussed this with the coach, he said Travis wasn't very good and he blamed them, the parents, for not practicing with him more. The Miller's obviously did not agree with Mr. Bernasconi's attitude and "win -at -all -cost" philosophy, so they complained to some of the people in the B.O.B.S. organization. At that time, Margo Cook was the coordinator of that age group (under 7). On at least one occasion Margo as well as Mike Pontius, and perhaps others, came to one of Mr. Bernasconi's games to observe his behavior. I'm not sure what the results were, but I suppose someone talked to him about his need to make some changes. Somehow, the Miller's were able to stick it out for the entire season, but Travis never played soccer again. I briefly explained this to you over the phone and also how Mr. Bernasconi didn't contact us about the practice schedule, etc. You said to me, "You know, he had to sit out a year." I told you that I wasn't aware of that. You said that Mr, Bernasconi wasn't allowed to coach for one year and that you thought I'd find him to have a much different attitude. You said I could go ahead and fill out a transfer request form, but warned me that last year none of the requests had been granted. Based on this information, my wife and I decided to leave our son on the team and see how it went. The first game was Saturday, September 11th, at 1:30. It was a warm afternoon and there were only 13 boys on the team (two had quit). We arrived shortly after 1:00 and Kevin participated in pregame warmups. When the game started, there were 11 players on the team and two on the side by the coach, my son was. one of the two. The game started and play continued for a few minutes. My son asked the coach if he could play and Mr, Bernasconi said, "In the second half." One of the players was getting tired and so the coach put in the other boy on the side to replace him. Shortly after that, the coaches son hurt his knee over on the far side of the field. The coach ran out onto the field and after checking on his son's condition, picked him up and carried him off the field. Instead of putting my son in to replace hien, the coach put the kid back in who had just come out. My son was astonished (obviously, so were we) that the coach didn't put him in. My son was not fooling around on the sideline or anything, he was watching the game and rooting for his team. He couldn't understand why he wasn't getting a chance to play. After halftime, my son played for about the first five minutes, but then the coach took him out. By this time, my son was getting discouraged and we were getting more and more upset. The coaches son played the entire second half, even after hurting his knee in the first half, Finally, the coach put Kevin back Into the game for the last 2 or 3 minutes. Our team lost the game, 5-1.. During the game, I wanted to say something to Mr. Bernasconi, but decided to wait until after the game and talk to him in private. -So after the game, I waited a few minutes for people to clear out and then went over and asked Mr. Bernasconi if I could talk to him. He agreed and we stepped a few feet away from the remaining people. I asked why Kevin didn't play very much in the game. He said he probably should have played Kevin more. I asked him if this was recreational soccer and he said, "Yes." I asked him if each player was supposed to play at least half the game and he said, "Yes." Then he said that Kevin had missed some practices. I reminded him that Kevin missed the first two practices because he didn't contact us, that we had to find out from another parent. Then I told him that Kevin missed a Wednesday practice because his Grandparents were visiting. He also missed the following Friday practice because the coach didn't tell us that the team was going to Delta College earlier than the normal practice time to watch. the Delta soccer team and then practice after that. My wife took Kevin to practice at the normal time and place to find that nobody was there. While I was explaining this, Mr. Bernasconi became very defensive and belligerent, pointed his finger at me and said that his son was hurt and he had to get him home. (Why did his son play the entire second half if he was so hurt?) He wanted me to call him later. Well, I was very upset and didn't want to let him off the hook. I continued talking while he walked past me toward his family. As I turned and continued talking, we bumped against each other, then he accused me of pushing him. I repeated that this was recreational soccer and all the players should play at least half the game, pointing out that Kevin only played 7 or 8 minutes. He said Kevin didn't try very hard and wasn't very focused at practice. I said that I know Kevin isn't the best athlete, but would the coach please try to encourage him. I told him that I was a freshman football coach at Tokay High School and that even though some of my players are 3rd or 4th string, I still try to encourage them and help them to improve. When Mr. Bernasconi heard this, he said I should help him out by practicing 11 soccer more with Kevin. I explained that I have two sons playing soccer. Kevin may not be very good, but he should still be encouraged and given fair playing time. My second son, Logan, is one of the better athletes on his team. I tried to get Mr. Bernasconl to understand: that there are different: ability levels, but all the players deserve fair treatment. Unfortunately, he wasn't willing to listen and was being extremely obnoxious and insulting. His wife also joined in saying they both work very hard for the soccer team and it's "Parents like us" who are the problem. I emphasized again that this is recreational soccer and each player is supposed to play hal the game, while Kevin only played 7 or 8 minutes. Anyway, there were more hurtful comments about Kevin not being very goW and. about us berg bad parents. The "discussion" ended with his Tangly walking away so we also started walking toward the parking lot. As they were leaving, we heard one of them say, "There's always patents like that." My wife and. I discussed this with Kevin and told him we disagree with what the coach did and were thinking about taking hire off the team. Kevin agreed that he thought it was best to quit. We told hinm, that he's not quitting, that he wanted to play, but we were taking him off the team because of the coach. My questions to you are: Why is Ron Bernascont coaching youth sports in Lodi? Does he reflect the B.O.B.S. philosophy of fairness., sportsmanship, leadership., and having fun through sports participation? Is he a positive rale model for young people? Can he communicate on a mature, adult level with parents or anyone who may challenge him or disagree with him? I do NOT request that .my son, Kevin Schreiner, be placed on a different team. I do NOT request my money back. But I DO request (demand) that if Kevin chooses to play soccer next year and if Ron Bemasconi is still allowed to coach, that my son not be subjected to playing for this coach again. Within two to three weeks three boys dropped out of participation with the team. They were Kyle Delemos, John Graffigna, and Kevin Schreiner. This was a warning flag in my mind. As practices began and the routine was established I asked my son why he wasn't bringing his ball to practices. He said that there wasn't any reason for this since his coach didn't work any drills. l found out they just scrimmaged day after day. Since my son had goalie experience, every practice he was stuck in as goalie. He wanted to play a field position but since he didn't play them well he was kept asoalie. However if he were allowed to play a field position at practice perhaps he would've developed more skill. My understanding is that this is an instructional league. Wayne, my wife and I often asked if he could play other positions before, after, and dunng games. He did twice when there were only a few minutes left in the game. He was left in as goalie even when the team had four or more goals ahead of the other team. So, it was not that the team would be vulnerable if he left the goal. The fact that the team did as well in the standings is testimony to the talent on the team, not Ron's coaching. Ron ran practices poorly and without much planning. Players were bored and often got into mischief at practice. Ron's son, Michael, put rubbing alcohol in my son's water bottle one day. This was potentially a very on, prank had my son not seen him doing it. They were poorly supervised and this is just one example. I have 3 other concerns: First, my son reported that Ron often used foul language at practice. Kids were also permitted to use foul language and to call each other inappropriate names such as retard, etc. Second, Ron rarely played two boys who were with the team all season. Their names are Alejandro Santos and Jaz Singh. When they did play it was for just a few minutes. Midseason Ron brought in a new boy, named Rafugio (Cookie) who was an excellent player. At Cookie's first game he was made "team captain" and through the remainder of the season he played every minute of every game. Understandably this caused some hard feeling. Third, a boy named Abell, played in one game and we were told that he would not be able to continue with the team because it was too late in the season to add more players. Ron said that these instructions came from BOBS. However Abell played in all of our play-off games. If this was actually approved by BOBS it should have been explained to the boys because they felt it was secret and deceitful. I'm not a soccer coach, but as a parent the last three years watching soccer, it is apparent that Ron doesn't know much about the game. The kids demonstrated little understanding for offensive and defensive strategy. My son's skills declined this year from the previous years where he enjoyod rwxeollent coaching under Bob Greenlee and tho Sanchez prothers. As a result of this season, my son probably won't play soccer again. Many of his teammates have expressed the same sentiments. I would be deeply disappointed to see Ron continue coaching any youth sport in Lodi. I have coached a total of 26 seasons of youth and high school sports including wrestling, football, and baseball. I have seen some bad coaches before. Ron is unique in his strange combination of over -competitiveness, lack of communicative skills, critical lack of teaching skill, and an apparent disregard for the guidelines set out by BOBS for the conduct of youth sports in Lodi. F November 26, 1999 To Whom It May Concerts: This letter is in regards to the coaching during the 1999 BOBS Soccer Season. My son Justin Mynear's coach was Ron Bernasconi. We have never been so displeased with a coach. He had no patience or tolerance for children that had less experience or where not as talented in the game. On one occasion he had a two hour practice in 104 degree weather with only Two water breaks and no shade. At that practice Jon Graffigna's father informed Ron he was pulling his son from the team, Ron's response was "Do what you have to do!". The first game one child played for less than Five minutes in the whole game. His parents were very upset. Although I was not there when Ron was confronted I heard that Ron refused to discuss it and only exclaimed that if he was at practice he would have played more. This child was never notified from the coach that he was on the team so he missed the first few practices, but after that he was at practice. It wasn't long in the season that there were not enough boys playing on the team where they could substitute in like they should. There were concerning events that happened at the practices that I got to the point where I didn't want my child there without supervision. The children were allowed to use foul language as they pleased with the coach using foul language also. There was rubbing alcohol poured in a child's water bottle. What was rubbing alcohol doing on a practice field? No action was taken from the coach except for an explanation that the kids where horsing around. On one occasion when we were not able to get my son lo practice on time due to work schedules we allowed Justin to ride his bike to practice with the understanding that we would be there right after work. Ron decided to call practice early that day and allowed Justin to ride his bike home (about a mile and a half) in the dusk. Ron told Justin that he could not wait all night for his mom and to go ahead and ride your bike home. I would have appreciated the courtesy of a phone call to let me know that practice was going to end early so I could have made other arrangements to have my child picked up, especially when Ron has said in more than one occasion that he would be happy to take Justin home if we were not able to get there on time. Once Cookie was picked up after the season, some of the boys got even less playing time. Ron was informed no more players but proceeded to pick up Abel anyway, which left three kids from the original team averaging 4 to 5 minutes a game. Ron was informed that he could not play Abel due to the cut-off time of the season. In the second play off game -two kids played 3 or 4 minutes and Abel played the whole game. The kids'were told not to worry about Abel playing. This kind of playing not only teaches the children not to follow rules but discourages the children not being played to play anymore. Which doesn't seem right when its a Park and Recreation Team. l have helped Bob Greenlee coach for two years and after a few practices did not want to associate myself with this coach and his tactics. I signed up to coach the soccer team but was some how passed over and was chosen for assistant coach with Ron. ' Our children have been involved in soccer and baseball for many years and we have never been so discouraged in coaching. . 1f you would like to discuss this matter any further please feel free to call us at 209-334-5770. Karen Hutz-DeJong) during this past season. Ron Marks motioned to ban Daniel Cuevas from coaching in any B.O.B.S. program for one year. A letter will be forwarded to Coach Cuevas concerning this action. He will have the option to appeal. Wes Ohlhauser seconded the motion. Motion Passed. Wes Ohlhauser motioned to suspend Ron Bemasconi for 3 years due to the fact that he played and illegal player in several of his games to include a playoff game. Ron Marks seconded the motion. In a unanimous vote it was denied by the sooner committee. The following rules are cited (highlighted) in the enclosed exert from the Lodi Crushers Competitive Soccer Rules and Regulations Manual as a basis for our ruling. It clearly states that a player must attend two out of three tryouts for their respective age pure team and than be released (cut) from the Lodi team in that age group. These conditions were not met.
