COUNCIL COMMUNICATION
AGENDA TITLE: Adopt resolution awarding the contract for the Katzakian Park Booster Pump Project
to Carson Landscape Industries, of Sacramento ($23,980), and appropriate funds
($28,750)
MEETING DATE: November 5, 2003

RECOMMENDED ACTION: That the City Council adopt a resolution awarding the contract for the
above project to Carson Landscape Industries of Sacramento in the
amount of $23,980; and appropriate funds in accordance with the
recommendation shown below.
BACKGROUND INFORMATION: This project was previously approved as part of the Parks and
Recreation Departments 2003/2004 Capital Improvement Projects
requests. Plans and specifications and authorization to advertise for
bids for the above project were approved by the City Council at their
regular meeting on July 16, 2003. A bid opening was held on October 1, 2003, and no bids were received.
The California Public Contracts Code gives Council the option of proceeding with the project without
rebidding in the event no bids are received at the bid opening. The Parks Department sent letters to
Carson Landscape, A.M. Stephens Construction, and Goodland Landscape requesting bids from them by
October 15, 2003. All three contractors responded with the quotes shown below.
The existing irrigation system is operating with the City main line pressure only. The system was
designed to meet 50 psi demand. However the pressure readings that were taken after the installation of
the irrigation system came back as 35 psi. Therefore, the system is not working at the maximum needed
for the irrigation efficiency. With the installation of the new booster pump, Park staff will be able to water
more efficiently, saving water and maintenance time. The pump has a variable speed motor which is
energy efficient. This project is a qualifying project for Public Benefits Program dollars.
Staff is now recommending that Council award the Katzakian Park Irrigation Booster Pump project to
Carson Landscape and appropriate funds as shown below.
