Beckman Road MEETING DATE., October 15, 2003 PREPARED BY: J,D, Hightower, City Planner RECOMMENDED ACTION- Authorize the City Manager to enter into a contract with the San Joaquin Valley Unified Air Pollution Control District and a cooperative agreement with the San Joaquin Council of Governments for the construction of a Park and Ride Lot located at 200 North Beckman Road. BACKGROUND INFORMATION: The current Park and Ride facility on the southwest corner of Beckman Road and Victor Road is operating at capacity and is in fact the highest use Park and Ride lot in San Joaquin County. In fact, it is probably turning away prospective ride -sharers in that the lot fills relatively early in the morning and thus creating driver inconvenience. At the same time, the San Joaquin Mosquito and Vector Control District has declared their facility on Beckman Road as surplus property. Staff has had early discussions with both the District and private parties regarding the potential to develop a new and expanded park and ride lot on the northern portion of the District's property. In pursuing this idea, the Council authorized staff to file a REMOVE grant application with the San Joaquin Valley Unified Air Pollution Control District (SJVUAPD). Being an outstanding project with quantifiable air emission reductions, the City of Lodi was awarded $110,000,00 in REMOVE grant funds by the SJVUAPD for the park and ride facility. By leveraging these funds, the City of Lodi was awarded $190,000.00 in Measure W' competitive park and ride funds. Thus making a total of $300,000.00 available for the project, Upon successful negotiation with the Mosquito and Vector Control District and/or private party, the $300,000.00 will be used to construct a 110 parking space park and ride lot on what is currently an eyesore at the Highway 12 East off -ramp on State Route 99. Being an important gateway to Lodi, as well as to the foothill and mountain communities in the Sierra Nevadas, the park and ride facility will be improved with bike racks, lockers, transit shelter as well as landscaping. As part of the park and ride lot, the SMART, Calaveras Transit as well as the Grapeline will provide regular service to the lot. Thus the project represents an adaptive reuse of an important location within town. APPROVED-, fl 5ir L CitV Manager H. One aspect of the project is to relocate the existing CalTrans park and ride lot across the street and the SMART park and ride lot at the Omelet House to this facility, thus making a one centralized park and ride facility within the area. By doing so, it is expected to increase the overall level of service offered by these agencies. The San Joaquin County Household Hazardous Waste Division has expressed an interest in locating a drop- off facility at the existing CalTrans facility once the lots are consolidated. AND RbE LOT LOCATED AT 200 NORTH BECKMAN ROAD NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute a contract. between the City of Lodi and the San Joaquin Valley Unified Air Pollution Control District and a Cooperative Agreement with the San Joaquin Council of Governments for the construction of a Park and Ride Lot located at 200 North Beckman Road.
